The May 27, 2003 meeting of the Community and Economic Development Committee was called
to order by its Chairperson, Council Member Karl King at 4:03 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Kelly, Kuspa, Varner, Kirsits, Pfeifer, White
and King; Building Commissioner Don Fozo, Bill Schalliol, Jeff Myers, Tiberus Mihalache,
Magee Cook, Michael Beitzinger, Terry Bland of the boutij gVLbUUe and Council
Attorney Kathleen Cekanski-Farrand.
Council Member King noted that the Committee consisted of Council Members Kuspa, Varner,
Kelly and himself as Chairperson.
Council Member King called for a presentation on Bill No. 35-03 which would
appropriate

$100,000 from the Economic Development State Grant Fund for the purpose of assisting in the
support of the Division of Economic Development's Area revitalization effort.
Bill Schalliol of Community & Economic Development made the presentation. He noted that the
monies would be used for investigation and remediation of properties containing underground
storage tanks as a part of the Commercial Corridor Program. The funds are grant monies from
IDEM and EPA. He further noted that any additional funds which may be necessary would come
from city funds.
No one from the public spoke in favor or against the Bill.
Following discussion, Council Member Kelly made a motion, seconded by Council Member
Kuspa that Bill No. 35-03 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 36-03 which would appropriate $48,270 from the
Economic Development State Grant Fund for the purpose of assisting in the support of the
Division of Economic Development's area revitalization effort.
Bill Schalliol of Community & Economic Development made the presentation. He noted that the
monies would be used to provide continued environmental site assessment activities in the
Studebaker/Oliver Redevelopment Project Area. The IDFA grant monies would allow for a
secondary site assessment of a part of the former South Bend Stamping plant site located at 601 W.
Broadway.
No one from the public spoke in favor or against the Bill.
Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa that Bill
No. 36-03 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 03-51 which is a five (5) year residential real property tax
abatement request for the property located at 2701 Northside Boulevard petitioned for by Tiberius
Mihalache.
Michael Beitzinger, Economic Development Specialist, reviewed his report dated May 20, 2003
(copy attached). Mr. Beitzinger stated that the petitioner proposes to build a 2,026 square foot

house with an estimated dollar value of $140,000. The report concluded that the petitioner meets
1 the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South Bend
Municipal Code addressing"Single Family Real Property Abatement".
Mr. Tiberius Mihalache, the petitioner, then made a presentation. He noted that two(2) years ago
he built two (2) houses valued then between $65,000-$70,000 which have increased in value by
$25,000-$30,000. He believes that the proposed home would further add to the value of the
neighborhood.

The Committee then reviewed Bill No. 03-52 which is a five (5) year residential real property tax
abatement request for the properties located at 3102 and 3108 Northside Boulevard petitioned for
by Tiberius Mihalache.
Michael Beitzinger, Economic Development Specialist, reviewed his report dated May 20, 2003
(copy attached). Mr. Beitzinger stated that the petitioner proposes to build a multi-family, two-
story quad plex with a total living area of 3,840 square feet with a projected new dollar investment
of $200,000. The report concluded that the petitioner meets the qualifications for a five (5) year
residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single
Family Real Property Abatement". He then circulated three(3) pictures depicting the current house
located on the property which would be torn down.
Mr. Tiberius Mihalache,the petitioner, then made a presentation. He noted that this investment in
the neighborhood would be beneficial. At the request of Council Member King, Mr. Mihalache
then provided information with regard to the remonstrators who appeared at the Area Plan meeting.
He stated that he obtained the property through foreclosure and noted that it is an eyesore. The
1 remonstrators contended that the new construction would block their view of the river, which Mr.
Mihalache stated that it would not. He stated that basically the remonstrators did not want anything
built next to them.
Council Member King noted that Dennis Whitacker spoke in favor of the project when it came
before the Area Plan Commission. No one from the public spoke in favor or against the Bill.
Following discussion, Council Member Kuspa made a motion, seconded by Council Member
Kelly that Bill No. 03-52 be recommended favorably to Council.
Under miscellaneous business, Mr. Beitzinger introduced an intern, Magee Cook, who is a Junior
at St. Mary's College where she is majoring in Finance and lives in LaPorte.
There being no further business to come before the Committee, Council Member King adjourned
the meeting at 4:16 p.m.
