HomeMy WebLinkAbout12-08-03 Informal Meeting SOUTH BEND COMMON COUNCIL DECEMBER 8, 2003 INFORMAL MEETING The December 8, 2003 Informal Meeting of the South Bend Common Council was called to order by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room. The following Councilmembers were in attendance: James Aranowski 1st District Charlotte Pfeifer 2nd District Roland Kelly 3rd District Karl King 4th District Chairperson, Committee of the Whole David Varner 5th District Ervin Kuspa 6th District Sean Coleman At-Large Vice-President Al"Buddy"Kirsits At-Large Karen L. White At-Large President Also present were: Kathleen Cekanski-Farrand Council Attorney Loretta J. Duda City Clerk Sandra M. Parmerlee Chief Deputy City Clerk Janice I. Talboom Deputy City Clerk Council President White reviewed the Council agenda noting the following information: 1. President White will announce that the organizational meeting of the Council will be held on Monday, January 5, 2004 at 7:30 p.m. 2. President White will announce the reappointments of Marcia Jones and Bob Hunt to the Redevelopment Commission. 3. Bill No. 03-132 - Councilmember Coleman will present. 4. Bill No. 03-133 - Councilmember Pfeifer will present. 5. Bill No. 03-134 - Councilmember Kelly will present. 6. Bill No. 75-03 - Unfavorable recommendation from the Zoning and Annexation Committee. 8. Bill No. 82-03 - Favorable recommendation from the Zoning and Annexation Committee. This is a substitute bill. 9. Bill No. 83-03 - Favorable recommendation from the Zoning and Annexation Committee. 10. Bill No. 62-03-Will need a motion to continue this bill until January 12,2004 at the request of the Petitioner. 11. Bill Nos. 91-03,92-03,93-03,94-03 and 95-03 -Favorable recommendations from the Community and Economic Development Committee. 12. Bill No. 96-03 - Favorable recommendation from the Personnel and Finance Committee. This is a substitute bill. 13. Bill No. 97-03 - Favorable recommendation from the Personnel and Finance Committee. This is a substitute bill. 14. Bill No. 98-03 - Favorable recommendation from the Community and Economic Development Committee. 15. Bill No. 99-03 -Favorable recommendation from the Utilities Committee. 16. Bill No. 03-121 -The Petitioner has asked for the opportunity to withdraw this bill from consideration should Bill No. 75-03 not receive a favorable recommendation. 17. Bill No. 03-139 -Favorable recommendation from the Community and Economic Development Committee. 18. Councilmember King asked that the Council rules be suspended so a Public Hearing could be held on Bill No. 03-140. The motion to suspend the rules needs a unanimous vote. 19. Bill Nos. 100-03 and 101-03 will need a motion to send these bills to the Area Plan Commission. -2- SOUTH BEND COMMON COUNCIL DECEMBER 8, 2003 INFORMAL MEETING 20. Bill No. 102-03 - Will need a motion to set this bill for Public Hearing on January 12, 2004 and be sent to the Health and Public Safety Committee. 21. Bill No. 72-03 - Will need a motion to strike at the request of the Petitioner. 22. Councilmember King noted that Council Attorney Kathleen Cekanski-Farrand has reviewed the Agreement submitted by Adapto as it relates to their tax abatement petition. It was suggested that perhaps this Agreement could be placed in some type of form for use by other applicants as the standard form to be used in these types of cases.
