INFORMAL MEETING
The November 24,2003 Informal Meeting of the South Bend Common Council was called to order
by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1 S`District
Charlotte Pfeifer 2°d District
Roland Kelly 3rd District
Karl King 4`''District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al "Buddy"Kirsits At-Large
Karen L. White At-Large President
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Council President White advised that she will announce that the December 8th
meeting will be the least meeting of this Council for 2003.
2. Bill No. 03-124 - Councilmember Kelly will present this Resolution.
3. Bill No. 03-125-Councilmembers Kirsits,Coleman and Aranowski will present this
Resolution.
4. Bill No. 84-03 -Will need a motion to continue until the January 12,2004 meeting
of the Council at the request of the Petitioner.

5. Bill No. 72-03 - Will need a motion to continue indefinitely at the request of the
Petitioner. Councilmember Coleman stated that the clock is running out for this
Petitioner for financing. Councilmember King noted that the Petitioner was told that
the zoning ordinance was going to change but he does need to get his financing in
order soon.
6. Bill No. 62-03 -Will need a motion to continue this bill until the December 8,2003
meeting of the Council at the request of the Petitioner.
7. Bill Nos. 03-127, 03-128, 03-129, 03-119, 03-123 and 03-130 - Favorable
recommendations from the Community and Economic Development Committee.
8. Bill No. 03-131 -Favorable recommendation from the Public Works and Property
Vacation Committee.
9. Bill Nos. 91-03, 92-03, 93-03, 94-03 and 95-02 - Will need a motion to set for
Public Hearing on December 8, 2003 and be sent to the Community and Economic
Development Committee.
10. Bill Nos. 96-03 and 97-03 - Will need a motion to set for Public Hearing on
December 8, 2003 and be sent to the Personnel and Finance Committee.
11. Bill No. 98-03 -Will need a motion to set for Public Hearing on December 8,2003
and be sent to the Community and Economic Development Committee.
12. Bill No. 99-03 - Will need a motion to set for Public Hearing on December 8,2003
and be sent to the Utilities Committee.
13. Bill No. 81-03 - Will need a motion to set for Public Hearing on January 26, 2003
and sent to the Zoning and Annexation Committee. Also,the second substitute needs
to be accepted at that time.
14. Bill No. 82-03 -Will need a motion to set for Public hearing on December 8,2003
and sent to the Zoning and Annexation Committee. A motion will be needed to
accept the substitute.
15. Bill No. 83-03 -Will need a motion to set for Public Hearing on December 8,2003
and be sent to the Zoning and Annexation Committee.

16. It was noted that County Councilmember Mark Catanzarite would like to talk with
the Community and Economic Development Committee for five (5)minutes at the
next meeting.
The meeting adjourned at 6:58 p.m.
