INFORMAL MEETING
The November 10, 2003 Informal Meeting of the South Bend Common Council was called to
order by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1 S`District
Charlotte Pfeifer 2'District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al `Buddy"Kirsits At-Large
Karen L. White At-Large President
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Under Special Business four(4)youth and one (1) liaison will be sworn in to the
Youth Advisory Council. This will bring the total membership to sixteen(16)
members and three(3) liaisons.
2. Bill No. 71-03 - Favorable recommendation from the Zoning and Annexation
Committee.
3. Bill No. 72-03 - Will need a motion to continue this bill until November 24, 2003
at the request of the Petitioner.
4. Bill No. 75-03 - Will need a motion to continue this bill until the December 8,
2003 meeting of the Council at the request of the Petitioner.
5. Bill No. 80-03 -President White advised that this is a substitute bill.

6. Bill No. 03-107 - Will need a motion to strike from the agenda as the Petitioner
has asked that this bill be withdrawn.
7. Bill No. 03-121 - Will need a motion to table this bill until the December 8, 2003
meeting of the Council at the request of the Petitioner.
8. Bill No. 86-03 - Will need a motion to send this bill to the Public Works and
Property Vacation Committee and set it for Public Hearing on November 24,
2003.
9. Bill No. 87-03 - Will need a motion to send this bill to the Public Works and
Property Vacation Committee and set it for Public Hearing on November 24,
2003.
10. Bill No. 88-03 - Will need a motion to send this bill to the Public Works and
Property Vacation Committee and set it for Public Hearing on November 24,
2003.
11. Bill No. 89-03 - Will need a motion to accept the substitute version of this bill
and a motion to send it to the Area Plan Commission
12. Bill No. 90-03 - Will need a motion to send this bill to the Personnel and Finance
Committee and set it for Public Hearing on November 24,2003.
13. President White advised that Angela from Pat McMahon's office at Project Future
has inquired if Councilmembers will be available on December 4, 2003 at 5:30
p.m. for an update from Project Future and for dinner. Members should contact
Angela at 234-6590, Ext. 5 to confirm this date and their attendance.
The meeting adjourned at 6:55 p.m.
