SOUTH BEND COMMON COUNCIL OCTOBER 13, 2003
INFORMAL MEETING
The October 13,2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 151 District
Charlotte Pfeifer 2'District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al `Buddy"Kirsits At-Large
Karen L. White At-Large President
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. President White advised that a member of the Youth Advisory Council may be
present this evening to give a short update on their attendance at the recent
conference. This update will be given under"Special Business."
2. Bill No. 03-108 - Favorable recommendation from the Zoning and Annexation
Committee.
3. Bill No. 73-03 - Favorable recommendation from the Zoning and Annexation
Committee. Third Reading will be held on October 27, 2003.
4. Bill No. 61-03- Favorable recommendation from the Zoning and Annexation
Committee.

5. Bill No. 74-03 - Favorable recommendation from the Public Works and Property
Vacation Committee.
6. Bill No. 76-03 - Favorable recommendation from the Public Works and Property
Vacation Committee.
7. Bill No. 62-03 -Will need a motion to continue until the October 27,2003 meeting
of the Council at the request of the Petitioner.
8. Bill No. 678-03 - Favorable recommendation from the Personnel and Finance
Committee.
9. Bill No. 77-03 and 78-03 - Favorable recommendation from the Community and
Economic Development Committee.
10. Bill No. 79-03 - Favorable recommendation from the Personnel and Finance
Committee meeting.
11. Bill No. 03-107 - Will need a motion to continue until the November 10, 2003
meeting of the Council at the request of the Petitioner.
12. Bill No. 03-111,03-112,03-113 -Favorable recommendation from the Community
and Economic Development Committee.
13. Bill No. 03-114 - Favorable recommendation from the Personnel and Finance
Committee.
14. Bill No. 81-03 - Will need a motion to send to the Area Plan Commission and a
motion to accept the substitute.
15. Bill Nos. 82-03 and 83-03 -Will need a motion to send these bills to the Area Plan
Commission.
16. Bill No. 84-03 -Will need a motion to send this bill to the Zoning and Annexation
Committee and set it for Public Hearing on November 24, 2003 and Third Reading
on December 8, 2003.
17. Bill Bo. 85-03 - Will need a motion to send this bill to the Personnel and Finance
Committee and set it for Public Hearing on October 27, 2003.

18. President White advised that Councilmember Kuspa will talk about a meeting of the
Zoning and Annexation Committee that he would like to have on Wednesday,
October 22, 2003 between 2:00 p.m. and 4:00 p.m.
19. Councilmember Pfeifer brought up the matter of CDBG funds and the problem with
departments getting their grant requests in on time. Councilmember King noted that
last year requests were also not submitted on time. It was noted that this year the
Human Rights Commission and the Police Department did not get their requests for
funds in on time. It was noted that the Mayor reviews these requests and can make
changes and that the departments that turned their requests in late last year still did
receive funds.
The meeting adjourned at 6:58 p.m.
