INFORMAL MEETING
The September 22,2003 Informal Meeting of the South Bend Common Council was called to order
by Council Vice-President Sean Coleman at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski Pt District
Charlotte Pfeifer 2nd District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al"Buddy"Kirsits At-Large
The following Councilmember was absent:
Karen L. White At-Large President
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Bill No. 64-03,65-03&66-03 Favorable recommendations from the Personnel and
Finance Committee. It is noted that Bill No. 64-03 is a substitute.
2. Bill No. 70-03 - Favorable recommendation from the Public Works and Property
Vacation Committee as amended. Council Attorney Kathleen Cekanski-Farrand will
read the amendment into the record.
3. Bill No. 74-03 -Will need a motion to continue until the October 13,2003 meeting
of the Council at the request of the Petitioner.
4. Bill No. 62-03 -Will need a motion to continue until the October 13,2003 meeting
of the Council at the request of the Petitioner.

5. Bill No. 69-03 - Favorable recommendation from the Personnel and Finance
Committee.
6. It was noted that in the Third Reading portion of the meeting an amendment to the
agenda will be requested in order to have Third Reading on Bill No. 69-03 which
was inadvertently left off the agenda.
7. Bill Nos. 03-105 and 03-106 - Received favorable recommendations from the
Community and Economic Development Committee.
8. Bill No. 76-03 - Will need a motion to be set for Public Hearing on October 13,
2003 and sent to the Public Works and Property Vacation Committee.
9. Bill Nos. 77-03 & 78-03 - Will need a motion to be set for Public Hearing on
October 13, 2003 and sent to the Community and Economic Development
Committee.
10. Bill No. 79-03 -Will need a motion to set for Public Hearing on October 13, 2003
and sent to the Personnel and Finance Committee.
11. Bill No. 80-03 -Will need a motion to set for Public Hearing on October 27, 2003
and Third Reading on November 10, 2003 and sent to the Zoning and Annexation
Committee.
12. Bill No. 61-03 -Will need a motion to set for Public Hearing and sent to the Zoning
and Annexation Committee.
The meeting adjourned at 6:59 p.m.
