HomeMy WebLinkAbout09-08-03 Informal Meeting SOUTH BEND COMMON COUNCIL SEPTEMBER 8,2003 INFORMAL MEETING The September 8,2003 Informal Meeting of the South Bend Common Council was called to order by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room. The following Councilmembers were in attendance: James Aranowski 1st District Charlotte Pfeifer 2nd District Roland Kelly 3rd District David Varner 5th District Ervin Kuspa 6th District Sean Coleman At-Large Vice-President Al `Buddy"Kirsits At-Large Karen L. White At-Large President The following Councilmember was absent: Karl King 4th District Chairperson, Committee of the Whole Also present were: Kathleen Cekanski-Farrand Council Attorney Loretta J. Duda City Clerk Sandra M. Parmerlee Chief Deputy City Clerk Janice I. Talboom Deputy City Clerk Council President White reviewed the Council agenda noting the following information: 1. Bill Nos. 64-03, 65-03 & 66-03 - A motion will be needed to combine these bills for purposes of Public Hearing. Councilmember Aranowski advised that the Personnel and Finance Committee will not provide a recommendation at this time because Budget Hearings are ongoing. Additionally,these bills will be continued in the Council Portion of the Hearing. 2. Bill No. 51-03 - Favorable recommendation from the Zoning and Annexation Committee. 3. Bill No. 58-03 - A motion will be needed to amend this substitute bill on the floor L . � SOUTH BEND COMMON COUNCIL SEPTEMBER 8,2003 INFORMAL MEETING adding the word"West"between 608 and Calvert. Favorable recommendation from the Zoning and Annexation Committee as amended. 4. Bill No. 62-03 - Will need a motion to continue this bill until the September 22, 2003 meeting of the Council at the request of the Petitioner. 5. Bill No. 59-03 - Favorable recommendation from the Personnel and Finance Committee. Council President White will be the presenter. 6. Bill No. 67-03 - Favorable recommendation from the Personnel and Finance Committee. Bill will be amended on the floor to eliminate College Football Hall of Fame positions. 7. Bill No. 03-101 - Favorable recommendation from the Community & Economic Development Committee. 8. Bill No. 03-102 - Favorable recommendation from the Community & Economic Development Committee. 9. Bill No. 70-03 -Will need a motion to set for Public Hearing and Third Reading on September 22,2003 and sent to the Public Works and Property Vacation Committee. 10. Bill Nos. 71-03 & 72-03 - Will need a motion to send these bills to the Area Plan Commission. 11. Bill No. 73-03 -Will need a motion to set this bill for Public Hearing on October 13, 2003 and Third Reading on October 27,2003 and send to the Zoning and Annexation Committee. 12. Bill No. 74-03 -Will need a motion to set this bill for Public Hearing on September 22, 2003 and send to the Public Works and Property Vacation Committee. 13. Bill No. 75-03 - Motion will be needed to send this bill to the Area Plan Commission. 14. In regards to Bill No. 67-03 - Councilmember Kirsits advised that he will bring up a matter which has been brought to his attention regarding unused sick time for non- bargaining employees. He will inquire if consideration has been given to reimburse long time employees for unused sick time at the end of their employment with the City.
