INFORMAL MEETING
The August 25,2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1"District
Charlotte Pfeifer 2nd District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al "Buddy"Kirsits At-Large
Karen L. White At-Large President
The following Councilmembers were absent:
None
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Bill No. 03-87 - Councilmember Pfeifer will read and present to Ms. Chatman.
2. Bill No. 60-03-Substitute needs to be accepted. Comes favorable from Community
and Economic Development
3. Bill No. 62-03 -Needs motion to postpone until September 8, 2003 at the request
of the Petitioner.
4. Bill No. 63-03 - Favorable from Community and Economic Development.

5. Bill No. 03-71 - Amendment needs to be accepted. Council Attorney Kathleen
Cekanski-Farrand advised that this bill did go before the Board of Zoning Appeals.
6. Bill Nos. 03-93, 03-94, 03-95, 03-96 all come favorable from Community and
Economic Development.
7. Bill Nos. 64-03, 65-03, 66-03 - Will need motion to send to the Personnel and
Finance Committee with Public Hearing on September 8, 2003 and Third Reading
on September 22, 2003.
8. Bill No. 67-03 -Will need motion to send to the Personnel and Finance Committee
and set for Public Hearing and Third Reading on September 8, 2003.
9. Bill No. 68-03 -Will need a motion to send to the Personnel and Finance Committee
and set for Public Hearing and Third Reading on October 13, 2003.
10. Bill No. 69-03-Will need a motion to send to the Personnel and Finance Committee
and set for Public Hearing and Third Reading on September 22, 2003.
11. Bill Nos. 51-03 and 58-03 - Will need a motion to send to the Zoning and
Annexation Committee and set for Public Hearing and Third Reading on September
8, 2003.
12. Councilmember Aranowski advised that if any Councilmembers have questions of
Department heads during the budget meetings, answers to those questions will be
given to all Councilmembers. He also advised that the City Controller will respond.
13. Council President White asked if any Councilmembers would be willing to serve on
the Neighborhood Resources and Technical Services Corporation board(NRTSC).
If not, she will continue to serve in that capacity. Councilmember Pfeifer made a
motion to reappoint Council President White to that position. Councilmember King
seconded the motion which carried by a voice vote of nine (9) ayes.
The meeting adjourned at 6:58 p.m.
