White at 6:45 p.m. in the Council Informal Meeting Room. The following Councilmembers were in attendance: James Aranowski 1"District Charlotte Pfeifer 2nd District Roland Kelly 3rd District Karl King e District Chairperson, Committee of the Whole David Varner 5th District Ervin Kuspa 6th District Al `Buddy"Kirsits At-Large Karen L. White At-Large President The following Councilmember was absent: Sean Coleman At-Large Vice-President Also present were: Kathleen Cekanski-Farrand Council Attorney Loretta J. Duda City Clerk Sandra M. Parmerlee Chief Deputy City Clerk Janice I. Talboom Deputy City Clerk Council President White reviewed the Council agenda noting the following information: 1. President White requested a moment of silence for James E. Davis of Brooklyn, New York and Dottie Coleman,mother of Sean Coleman,before the Invocation. 2. Bill No. 47-03 - Favorable recommendation from the Zoning and Annexation Committee. 3. Bill No. 50-03 - Favorable recommendation from the Public Works and Property Vacation Committee. 4. Bill No. 54-03 - Favorable recommendation from the Parks, Recreation, Cultural Arts and Entertainment Committee. -1- SOUTH BEND COMMON COUNCIL JULY 28, 2003 INFORMAL MEETING 5. Bill Nos. 55-03, 56-03 and 57-03 - Favorable recommendations from the Community and Economic Development Committee. Councilmember King asked if these bills could be joined for purposes of Public Hearing. Council Attorney Kathleen Cekanski-Farrand advised that they could they but must be voted on separately. 6. Bill No. 53-03 -Favorable recommendation from the Utilities committee. 7. Bill No. 03-75, 03-77, 03-78 and 03-79 - Favorable recommendations from the Community and Economic Development Committee 8. Bill No. 03-76 - The petitioner has requested that this bill be continued until the August 11, 2003 meeting of the Council. 9. Bill No. 59-03 - Set for Public Hearing on September 8, 2003 and send to the Personnel and Finance Committee. 10. Bill No. 60-03 - Set for Public Hearing on August 11, 2003 and send to the Community and Economic Development Committee. 11. Bill No. 46-03 -Needs a motion to accept the substitute version. Also,set for Public Hearing on August 11, 2003 and send to the Zoning and Annexation Committee. 12. President White advised that members of the Youth Advisory Council will join together for an evening at the "Cove" on Tuesday, July 29, 2003. Orientation will be scheduled sometime in August. 13. President White informed members of the Council that she has ordered chairs for the meeting room which should be delivered in three (3) to four(4)weeks. 14. Councilmember King advised that the IT assessment is finished. He suggested that when the Information and Technology Committee meets on August 11, 2003, they begin with the assessment and work toward the web site assessment. He noted that an extensive assessment has been completed and that when he receives a copy of the thirty(30)page report he will make that available. 15. Councilmember Kuspa inquired of the City Clerk's office if they are in receipt of an application for the Youth Advisory Council which was sent from Father Tom Cox of St. Casimir's Church.
