SOUTH BEND COMMON COUNCIL JUNE 23,2003
INFORMAL MEETING
The June 23, 2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:50 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1st District
Charlotte Pfeifer 2nd District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al "Buddy"Kirsits At-Large
Karen L. White At-Large President
The following Councilmember was absent:
David Varner 5th District
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Bill No. 03-64-Motion will be entertained to adopt this Resolution by acclamation.
2. Deputy City Clerk Janice Talboom will read the names of the members of the Youth
Advisory Council and liaisons and Chief Deputy City Clerk Sandra Parmerlee will
administer the oath to all.
3. Councilmember White will introduce Councilmember Kelly who will introduce
former Councilmembers and other invited guests and present to them the official
2003 Common Council brochure.

4. Councilmember Coleman will accept a photograph of the Common Council taken
sometime between 1960 and 1963 from former Councilmember Gene Ladewski.
5. President White advised that a five (5) minute recess will be requested after these
presentations.
6. Bill No. 44-03 will come to the full Council without a recommendation due to the
lack of a quorum of the Public Works and Property Vacation Committee.
7. Bill No. 45-03 will come to the full Council without a recommendation due to the
lack of a quorum of the Public Works and Property Vacation Committee.
8. Bill No. 43-03 is a substitute bill.
9. Bill No. 23-03 is a substitute bill.
10. President White advised that the Mayor would like to convene the Sewer Advisory
Committee as soon as possible and Councilmembers are asked to consider possible
members.
11. It was noted that the Fiscal Plan for Bill No. 38-03 listed on the agenda under Third
Reading was adopted by the Council at its last meeting.
12. Councilmember King indicated that the Information and Technologies Committee
will meet on July 14,2003 for 45 minutes to consider the results of the tabulation of
the questionnaire which was distributed to the Council and City Clerk's office.
The meeting adjourned at 6:58 p.m.
