HomeMy WebLinkAbout06-09-03 Informal Meeting r SOUTH BEND COMMON COUNCIL JUNE 9, 2003 INFORMAL MEETING The June 9, 2003 Informal Meeting of the South Bend Common Council was called to order by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room. The following Councilmembers were in attendance: James Aranowski 1st District Charlotte Pfeifer 2'District Roland Kelly 3rd District Karl King 4th District Chairperson, Committee of the Whole David Varner 5th District Ervin Kuspa 6th District Sean Coleman At-Large Vice-President Al "Buddy"Kirsits At-Large Karen L. White At-Large President Also present were: Kathleen Cekanski-Farrand Council Attorney Sandra M. Parmerlee Chief Deputy City Clerk Janice I. Talboom Deputy City Clerk Terry Bland South Bend Tribune Kathy Brucker Director, Department of Code Enforcement Council President White reviewed the Council agenda noting the following information: 1. Bill No. 25-03 - Petitioner has asked that this bill be continued indefinitely so a motion to that effect will be needed. 2. Bill No. 38-03 - Third Reading will be held on June 23, 2003. 3. Bill No. 27-03 - Second substitute version needs to be accepted. Councilmember Kuspa will be the presenter for this bill. 4. Bill No. 41-03 - Substitute version needs to be accepted. 5. Bill No. 23-03 - Motion is needed to continue this bill until the June 23, 2003 meeting of the Council. -1- SOUTH BEND COMMON COUNCIL JUNE 9, 2003 INFORMAL MEETING 6. Bill No. 43-03 - The substitute version of this bill needs to be accepted. 7. Bill No. 47-03 - Bill needs to be sent to the Area Plan Commission and the set for Public Hearing on July 28, 2003. 8. Bill No. 37-03 - Petitioner has asked that this bill be withdrawn and therefore a motion to strike is needed. 9. Councilmember King advised that Bill No. 47-03 is the Dunn/Ironwood rezoning near the Martin's Supermarket. The developer plans to put in a fuel vendor and as part of the development would like to have a left turn lane installed and is willing to substantially contribute to that cost. City Engineer Gary Gilot would like to get this rezoning through so the project can get done this summer due to their willingness to pay. 10. Council President White informed members that a reception for the members of the Youth Advisory Council will be held at 6:15 p.m. on June 23, 2003 in the Council meeting room. Also invited are past members of the Council and Clerk's office. Council President White also asked Councilmembers to review the applications in the City Clerk's office to assure that the person they want is representing their district. The swearing in of these members will be held at 7:00 p.m. at the Council meeting. 11. Councilmember Varner advised that he will not be in attendance at the June 23,2003 meeting of the Council. 12. Councilmember King urged members to complete the "City Website Capabilities Questionnaire"which he distributed and return to him as soon as possible so he can pull this information together. It was noted that perhaps Bob Allen from Information Technologies needs to provide a report to the Council. It was further noted that THE IT Department may already be working on some the things that Councilmembers are requesting. 13. It was suggested that perhaps the Council could acquire a complete set of the lecture series on the City Plan. -2- V i SOUTH BEND COMMON COUNCIL JUNE 9, 2003 INFORMAL MEETING 14. Councilmember Varner inquired if someone has inquired into the cost of maintaining a web site. He noted that Councilmember King provided to Councilmembers various web sites of other cities and asked if the costs of maintaining those types of sites has been compared. Councilmember King noted that Bob Allen will be prepared to comment on that issue and that Bob has already stated that more funding is needed. The question was asked if the cost of in-house monitoring of the web site verus contracting the work out was compared. The meeting adjourned at 6:58 p.m. Respectfully submitted: Sandra M.
