INFORMAL MEETING
The May 12, 2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1St District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al "Buddy"Kirsits At-Large
Karen L. White At-Large President
The following Councilmember was absent:
Charlotte Pfeifer 2nd District
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Terry Bland South Bend Tribune
Council President White reviewed the Council agenda noting the following information:
1. Bill No. 03-42 - Councilmember Kelly will present.
2. Bill No. 03-43 - Councilmember Aranowski will present.
3. Bill No. 03-44 - Councilmember Kirsits will present.
4. Bill No. 31-03 - Will need a motion to continue until May 27, 2003 at the request
of the Petitioner.

5. Councilmember Aranowski noted that he will not be present at the May 27, 2003
meeting of the Council and therefore under"Unfinished Business", he will make a
motion that Bill No. 23-03 be continued until the June 9, 2003 meeting of the
Council and be sent to the Health and Public Safety Committee.
6. Councilmember King noted that the Area Plan Commission will meet on May 20,
2003 and the Council initiated cell tower ordinance in on that agenda. He noted that
the Council will need a presenter for this bill and encouraged Councilmembers to
attend to speak on this bill.
7. Councilmember King noted that the CB Zoning Ordinance is also on the May 20th
Area Plan Commission agenda and encouraged Councilmembers to attend the
meeting to put in a good word on this ordinance. He noted that this bill will be fast
tracked in conjunction with the South Side Development Plan. It was noted that
Councilmember Varner will not be able to attend this meeting.
8. Councilmember King noted that both the cell tower ordinance and the CB zoning
ordinance will be included in Chapter 21. He noted that the Chapter 21 revision
project is going well and is ahead of schedule with the first draft expected by June.
The meeting adjourned at 6:58 p.m.
