SOUTH BEND COMMON COUNCIL MARCH 24, 2003
INFORMAL MEETING
The March 24,2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were present:
James Aranowski Pt District
Charlotte Pfeifer 2nd District
Roland Kelly 3rd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al"Buddy"Kirsits At-Large
Karen L. White At-Large President
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Council President White reviewed the Council agenda noting the following information:
1. Under"Special Business" Councilmember Kelly will announce the reappointment
of Mr. Edwin Ehlers to the Century Center Board of Managers.
2. Under "Special Business" the substitute version of Bill No. 03-25 needs to be
accepted.
3. Bill No. 17-03 - Substitute bill needs to be accepted.
4. A motion will be needed to combine Bill Nos. 03-30 and 03-31 for purposes of
Public Hearing.
5. Bill No. 03-32 - No recommendation from the Community and Economic
Development Committee due to the lack of a Petitioner at the afternoon committee
meeting.

6. A motion will be needed to combine Bill Nos. 03-33, 03-34 and 03-35 for purposes
of Public Hearing.
7. Under"Unfinished Business-Reports from Area Plan Commission,"Bill No. 17-03
will require no action as it is on the agenda for Public Hearing and Third Reading
this evening.
YWCA TRIBUTE TO WOMEN LUNCHEON
Council President White advised that she has tickets for the YWCA Tribute to Women
Luncheon to be held on Thursday, March 27, 2003, if any Councilmembers are interested
in attending.
COMMENTS RE:BILL NO. 23-03-PUBLIC SAFETY REQUIREMENTS FOR LARGE
EATING/DRINKING ESTABLISHMENTS
Councilmember Kirsits indicated that he believes this is a good ordinance and is an issue that
was brought to his attention some time ago. He asked if language could be incorporated into
the ordinance that would require owners of the establishments where large groups gather to
make announcements ofwhere the fire exits are located. Councilmember Aranowski advised
that Councilmember Kelly has called a meeting of the Health and Public Safety for April 2,
2003 to discuss this bill.
The meeting adjourned at 6:59 p.m.
