SOUTH BEND COMMON COUNCIL MARCH 10, 2003
INFORMAL MEETING
The March 10, 2003 Informal Meeting of the South Bend Common Council was called to order by
Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were present:
James Aranowski 1St District
Charlotte Pfeifer 2'District
Roland Kelly 3rd District
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al`Buddy"Kirsits At-Large
Karen L. White At-Large President
The following Councilmember was absent:
Karl King 4th District Chairperson, Committee of the Whole
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Terry Bland South Bend Tribune
John Byorni Area Plan Commission
Council President White reviewed the Council agenda noting the following information:
1. Bill No. 03-24 Councilmember Aranowski will present
2. Bill No. 03-25 Needs motion to continue at the request of the
Petitioner

3. Under"Special Business," City Clerk Loretta Duda will read into the record a letter
from Ann Kolata of the Community & Economic Development Department
providing Notice of Public Meeting concerning a Brownfield Clean-Up Grant
Application.
4. Bill No. 8-03 Third Reading will be heard on March 24, 2003
5. Bill No. 11-03 Council Attorney Kathleen Cekanski-Farrand will
offer an amendment on the floor
6. Bill No. 13-03 Council Attorney Kathleen Cekanski-Farrand will
offer an amendment on the floor
7. Bill No. 2-03 This is a substitute bill
8. Bill No. 03-27 Substitute bill needs to be accepted
9. Bill No. 03-27 & Motion required to combine bills for purposes of
Bill No. 03-28 Public Hearing
10. Bill No. 03-29 Council Attorney Kathleen Cekanski-Farrand will
offer an amendment on the floor
"PEACE"RESOLUTION"
Council President White advised that at "Privilege of the Floor" there may be a number of
individuals present in regard to the request the Council recently received to adopt a "Peace
Resolution." Councilmember Aranowski will monitor the time to allow each speaker three (3)
minutes. President White noted that she sent a letter to Ms. Ellen Stecker advising that the Council
did not support introduction of the Resolution. It was noted that the Resolution must have a sponsor
and should that question come up, Council Attorney Kathleen Cekanski-Farrand will speak to that
issue from a legal perspective.
The meeting adjourned at 6:59 p.m.
