INFORMAL MEETING
The February 24, 2003 Informal Meeting of the South Bend Common Council was called to order
by Council President Karen L. White at 6:45 p.m. in the Council Informal Meeting Room.
The following Councilmembers were in attendance:
James Aranowski 1St District
Charlotte Pfeifer 2nd District
Karl King 4th District Chairperson, Committee of the Whole
David Varner 5th District
Ervin Kuspa 6th District
Sean Coleman At-Large Vice-President
Al"Buddy"Kirsits At-Large
Karen L. White At-Large President
The following Councilmember was absent:
Roland Kelly 3rd District
Also present were:
Kathleen Cekanski-Farrand Council Attorney
Loretta J. Duda City Clerk
Sandra M. Parmerlee Chief Deputy City Clerk
Janice I. Talboom Deputy City Clerk
Terry Bland South Bend Tribune
Council President White reviewed the Council agenda noting the following:
Bill No. 03-19 Councilmember Varner will be the presenter and Dr.
Virginia Calvin, Chancellor, Ivy Tech State College, will
accept the Resolution.
Bill No. 2-03 The substitute version must be accepted and the final motion
should include notice that the Third Reading will be held on
March 10, 2003.

Bill No. 8-03 The Petitioner was not present for the Zoning and Annexation
Committee meeting and therefore this bill will be continued
until March 10, 2003.
Bill No. 87-99 The Petitioner has asked that this bill be continued until the
April 28, 2003 meeting of the Council.
Bill No. 6-03 Ms. Karen Hammond-Nash, Director, Historic Preservation
Commission is to provide information regarding this
property. Council Attorney Kathleen Cekanski-Farrand
advised that if this information is not received prior to the
meeting and if the property owners are present, the Council
could hear comments from them and then continue the bill.
MOMENT OF SILENCE
Council President White indicated that she will ask for a moment of silence prior to the start of the
Council meeting in memory of Mr. Jon Hunt,Director,Department of Community and Economic
Development,Mr. Jim Cole,Battalion Chief with the South Bend Fire Department and Mrs. Joyce
Kelly, wife of Councilmember Kelly, who recently passed away.
SEWER ADVISORY COMMITTEE
President White noted that the Council should be ready to recommend individuals to serve on the
Sewer Advisory Committee which will come together sometime in March. Councilmember Kirsits
asked if the public should be asked for names of individuals interested in serving on this committee.
President White asked that Councilmembers e-mail her and she will give them a call.
ADOPTION OF PEACE RESOLUTION
President White advised that the Council has been asked to adopt a "Peace Resolution" and she
asked for comments by members. Councilmember King asked, as a matter of procedure, if a
Resolution is forwarded to the Council if it has to go before the Council. Attorney Cekanski-Farrand
advised that it must be sponsored by a Councilmember. Councilmembers Kirsits,Pfeifer,King and
Aranowski noted that they would not be in favor of such a Resolution.
The meeting adjourned at 6:59 p.m.
