Persons in attendance included Council Members Varner, Kirsits, Aranowski, Pfeifer, King, Kelly, Coleman, Kuspa and White; Mayor Stephen Luecke, Community and Economic Development Director Jon Hunt, City Controller Rick 011ett, City Attorney Charles Leone,Director of the Division of Economic Development Don Inks, Larry Magliozzi, Timothy Williams, Bob Mathia, John Oxian, Terry Bland of the fouth to% tribunt, and Kathleen Cekanski- Farrand, Council Attorney. Council Member Aranowski noted that the committee members for this year include Council Members King,Kelly, Varner and himself. Council Member Aranowski then called for a presentation on Bill No. 4-03 which is a proposed ordinance which would approve parking rates for parking garages and parking lots operated by the Board of Public Works. • Timothy Williams of Community &Economic Development made the presentation. He presented and reviewed a one-page handout (copy attached). He noted that the parking rates have not been increased since 1987 and that the rates are necessary to address the financial shortfalls. Council President White inquired about the special events rates increasing from $2.00 to $5.00. Mr. Mathia of Community & Economic Development stated that the increase is necessary to address the personnel costs. He also noted that the Marriott charges $5.00 for special event parking. Dr. Varner inquired whether the garages are at full capacity and whether the Marriott is at full capacity. Mr. Mathia stated that the roofs on the parking garages are available and he noted that he did not have any information on the Marriott. Dr. Varner stated that if others are charging more than the City and if we are looking for more revenue, that based on the comparison of parking rates to other cities that it appears that the requested rates are justified. Mr. Mathia added that the increased costs of security is also being addressed by the proposed increase in rates. Following discussion, Council Member Kelly made a motion, seconded by Council Member King that Bill No. 4-03 be recommended favorably to Council. The motion passed. Council Member Aranowski then called for a presentation on Bill No. 10-03 which would amend 00 Chapter 2, Article 17 of the South Bend Municipal Code by the addition of new section 2-206 entitled"Deposit Required Prior to Advertisement for Sale of Land". Mr. Magliozzi presented and reviewed a one-page handout (copy attached). He noted that when the city offers vacant properties for sale or is approached by a person expressing interest in purchasing such properties that Indiana law requires all government-owned property to be advertised. The Board of Public Works pays for such advertisements, however in some instances has not been able to recoup its advertising costs. The proposed ordinance would establish a $100.00 deposit per parcel. Dr. Varner inquired why the city would not enter into a contract with such individuals which would address such advertising fees and expenses; noting that it would be similar to a right of first refusal for such parcels. Mr. Magliozzi stated that he would have to contact the Legal Department with regard to that issue. Following discussion, Council Member King made a motion, seconded by Council Member Kelly that Bill No. 10-03 be recommended favorably to Council. The motion passed. At 4:40 p.m., Council Member Aranowski then asked the Public Works and Property Vacation Committee to join the Personnel and Finance Committee; noting that the members of that ioCommittee included Council Members Kirsits,King and Varner. Council Member Aranowski noted that the joint committee meeting was to review Substitute Bill No. 9-03 addressing the capital budget.; noting that a detailed presentation was provided during a joint committee meeting last week. Mayor Luecke thanked the Council for the opportunity to review the proposed capital budget. He noted that last week Council President White raised a question with regard to potential liability to the city with regard to the proposed volunteer policing program. Mayor Luecke stated that he was in contact with City Attorney Leone who believes that since such volunteers will be acting on behalf of the city, that there would be additional risk involved. The City Administration believes that such risk can be controlled by proper training and screening of volunteers. Dr. Varner inquired whether a twenty percent(20%) reserve would still be in place for COIT. Mr. 011ett stated that a 10%EDIT and a 10%Coit reserve would remain in place. Council Member Aranowski thanked the Mayor, the Controller and their staffs for the information provided to the Council. Following discussion, Council Member King made a motion, seconded by Council Member Kelly that Substitute Bill No. 9-03 be recommended favorably to Council. The motion passed.
