Zoning anti Invocation committtt
The January 13, 2003 meeting of the Zoning and Annexation Committee was called to order by its
Chairperson,Council Member Ervin Kuspa at 4:45 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members Varner, Kirsits,Aranowski, Pfeifer, King,
Kelly, Coleman, Kuspa and White; Community & Economic Development Director Jon Hunt,
Building Commissioner Don Fozo, Michael Danch, Terry Bland of the loud) lOitaT Zribunt
and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kuspa noted that the Zoning and Annexation Committee Members for 2003
included Council Members Coleman, Varner,Kuspa,Kelly and himself.
Council Member Kuspa noted that the first item to be reviewed was Bill No. 02-92 which is a
request to approve a petition of the South Bend Board of Zoning Appeals for the property located
at 201 &209 South Chapin Street Council Member Kuspa then called for a report from the Board
of Zoning Appeals on the Bill.
Don Fozo, Building Commissioner, stated that the petition was heard by the Board of Zoning
Appeals on December 19,2002, and received a favorable recommendation.
Michael J. Danch, the President of Danch, Hamer &Associates, Inc. then made a presentation on
behalf of the petitioner, Planned Parenthood of North Central Indiana, Inc. He noted that the
special exception would allow the existing home at 201 South Chapin to be used as a residential
property while the building at 209 South Chapin to be used as an office in the "C" commercial
zoning district. Mr. Danch stated that the buildings are connected by an existing hallway, and
provided a BZA Site Plan to the Committee(copy attached).
Following discussion, Council Member Coleman made a motion, seconded by Council Member
Kelly that Bill No. 02-92 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Kuspa adjourned
the meeting at 4:48 p.m.
