The September 8, 2003 meeting of the Zoning and Annexation Committee was called to order by
its Chairperson, Council Member Ervin Kuspa at 4:35 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Vanier, Coleman, Pfeifer, Kelly, Aranowski,
Kuspa, Kirsits and White, Mike Danch, Jeff Myers, Keith Kurowski, and Kathleen Cekanski-
Farrand, Council Attorney.
Council Member Kuspa called for a report from the Area Plan Commission on Substitute Bill No.
58-03 which is a zoning request for the property located at 608 Calvert Street.
Jeff Myers, a Planner with Area Plan reviewed the August 20, 2003 report (copy attached) which
concluded that the proposed ordinance received a favorable recommendation from the Area Plan
Commission.
Keith Kurowski, the petitioner made the presentation. He noted that the property is in the middle
of a residential area and was used as a tri-plex while it was zoned light industrial. He plans to
convert the units into four (4) apartments. He noted that the property has been vacant for 1 1/2
years.
No one from the public spoke in favor or in opposition to the Bill.
Council Member Coleman asked the petitioner to provide his address for the record. Keith
Kurowski stated that he and his wife reside at 13801 Green Meadow Court, Granger, Indian
46530.
Council Member Kirsits noted that this property is located on West Calvert. It was suggested that
the Substitute Bill be amended by including"West Calvert"in the title.
Following discussion, Dr. Varner made a motion, seconded by Council Member Coleman that
Substitute Bill No. 58-03 as to be amended, be recommended favorably to Council. The motion
passed.
Council Member Kuspa called for a report from the Area Plan Commission on Substitute Bill No.
51-03 which is a zoning request for the property located in the 3500 block of East Douglas Road.
Jeff Myers, a Planner with Area Plan reviewed the August 20, 2003 report (copy attached) which
concluded that the proposed ordinance received a favorable recommendation from the Area Plan
Commission.
Michael Danch of Danch, Hamer & Associates o=located at 2422 North Viridian Drive, South
Bend, Indiana 46628, made the presentation. He provided a preliminary site plan of the area in
question (copy attached). He noted that the property is located between the city limits of South
Bend and Mishawaka. He added that he would be seeking a variance to reduce the parking
requirements to sixty (60) spaces. He noted that the land is presently vacant and would be
developed to permit a dance studio and small retail area.
Following discussion, Dr. Varner made a motion, seconded by Council Member Coleman that Bill
No. 51-03 be recommended favorably to Council. The motion passed.

There being no further business to come before the Committee, Council Member Kuspa adjourned
the meeting at 4:42 p.m.
