The July 28, 2003 meeting of the Public Works and Property Vacation Committee was called to
order by its Chairperson, Council Member David Varner at 4:25 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Aranowski,Kelly, Pfeifer,King, Varner,White,
Kirsits and Kuspa; Mike Danch, Bill Schalliol, Jack Dillon, Carl Littrell, Terry Bland of the
otttb fl t ibuttt and Council Attorney Kathleen Cekanski-Farrand.
Council Member Varner called for a presentation on Bill No. 50-03 which is a request to vacate the
public ingress/egress easement which is the first east/west easement south of Washington Street
from Michigan Street east to St. Joseph Street for a distance of 333.70 feet and for a width of thirty
feet(30') with said easement being a part of Hall of Fame replat of Lot#5,River Vend Addition.
Michael J. Danch, President of Danch, Harper&Associates made the presentation. He noted that
the petition is on behalf of the City of South Bend and would permit the expansion of the
Chocolate Cafe' building. He provided a copy of a map of the affected area to the Committee.
Dr. Varner noted that the Board of Public Works sent this request to the Council with a favorable
recommendation as evidenced by their letter of July 24,2003 (copy attached).
Council Member Kirsits inquired about parking in the area. Mr. Danch stated that it would be
rearranged with restripping taking place; and that the one to two spaces that would be lost at this
location would be picked up elsewhere.
No one from the public spoke in favor or in opposition to the proposed ordinance.
Following discussion, Council Member King made a motion, seconded by Council Member
Aranowski that Bill No. 50-03 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Dr. Varner adjourned the meeting
at 4:27 p.m.
