BILL N0.08-59 EAST BANK VILLAGE MASTER PLAN -PHASE I
Chairperson Puzzello requested Jitin Kain, of the City's Community & Economic
Development Department to describe the context and development of the East Bank
Village Plan - Phase I (EBV)
Jitin explained the EBV was a mazket-driven strategic plan for the area and should be
seen as a compliment to the South Bend Central Development Plan. The EBV plan
would capitalize on the underutilized assets of the East Race and St. Joe River which
should be viewed as catalysts far development. Through adaptive re-use of buildings and
an abundance of infill sites the azea has the potential to be a vibrant urban neighborhood
with an exciting mix of live-play uses. The EBV plan will provide guidance, albeit
flexible, for development.
Paul Phair of the Holladay Corp. outlined the development company's role, not as master
developer; but in a role as facilitator to initiate a realistic master plan. Martha Lewis,
EBV business owner, asked about the two publicly financed pazking garages seen in the
plan.
Jeff Gibney said to achieve the density necessary for development, the gazages were vital,
but would only follow private development.
On Councilmember Oliver Davis' motion and Councilmember Al "Buddy" Kirsits,
second, supported by a majority the bill was sent to the full Council with a favorable
recommendation. *A copy of the EBV plan is attached.
There being no further business to come before the committee, Chairperson Ann
Puzzello, adjourned the meeting at 6:00 p.m.
