the October Z/, 2U0.5 meeting of the Personnel and Finance Committee was called to order by its
'Chairperson, -Council Member James Aranowski at 4:25 p.m. in the Council informal Meeting
Room.
Persons in attendance included Council Members Iceify, white, Varner,Aranowslu,icing,Kirsits,
and i uspa; City Attorney Charles Leone, Director of the Division of Community Development
Pam Meyer, Terry Bland of the AbOUtii VIlYtitt*, and Kathleen Cekanski-Farrand,

Council Member Aranowski noted that the Committee members include Council Members Kelly,
Varner,ring and himself.
Council Member Aranowski then called for a presentation on Biii No. 85-03 which is a proposed
ordinance which would amend Chapter 2, Article 8, § 2-121 of the South Bend Municipal Lode
by clarifying holidays for city officers and employees.
Charles Leone, City Attorney made the presentation. He noted that the ordinance would address
two (2) basic issues. it would first clarify the floating holidays when they precede or follow
Christmas Eve andior Christmas Eve,and would add Easter Monday and Election Day(Primary or
General) to the nondesignated list of holidays from which an employee may choose. The second
concern which the ordinance would address is the situation when New Year's Day fails on a
Saturday. Both changes clarify and do not add any additional paid holidays to the total number
which are permitted each calendar year. Mr. Leone noted that these changes are basically technical
clarifications.
In response to a question from Dr. Varner, Mr. Leone confirmed that this ordinance does not
address any holiday schedule which the police and fire department sworn members may have.
Following discussion, Council Member King made a motion, seconded by Dr. Varner that Bill
No. 85-03 be recommended favorably to Council. The motion passed.
Under miscellaneous business, Council Member Kirsits recalled that the Council has not received
an update from the City Administration on the cost of establishing a program whereby non-
bargaining employees could sell back unused sick days. He noted that this was requested during
the budget hearings in September.
Dr. Varner noted that several items were requested during the budget meetings and that none have
been received, citing for example the Form 990's from not-for-profit corporations who receive
funds from the city.
The Council Attorney noted that the only information received to date was from Bonnie Stryker of
the Youth Services Bureau.
Council Member Aranowski suggested that the Council Attorney prepare a letter to the City
Controller requesting a response on all of the requested information from the budget hearings
conducted by the Personnel and Finance Committee meetings in August and September.
Mr. Leone added that he would also pass this information on to the City Controller.
