A. South Side Development Area
1) Revised Resolution No. 3098 approving and authorizing the execution of an
amendment to the Addendum to the Master Agency Agreement. (Main-Lafayette
Connector Project—Supplement#7)
Mr. Schalliol noted that the purpose of the Addendum to Master Agency Agreement in
Revised Resolution No. 3098 is to add funding in the amount of$147,000.00 to the
professional service contract with Lawson-Fisher&Associates to cover additional survey
services and additional design tasks associated with the final design of the Main-Lafayette
Corridor project. The additional work involves design work associated with modification to
drainage plans, revisions and modification to utility plans due to AEP and city utility
conflict plan management, site and plat modification due to property acquisition from Carl
Kay Memorials, Lock Joint Tube, Heraeus Kulzer, Wendy's, Caroline Partners and others.
The additional fee also includes charges for revisions to re-advertise the project(the project
was proposed for bid in April 2012 but delayed because we had not yet purchased all the
necessary right of way)and to cover costs associated with the city's new construction
community outreach plan. Staff requests approval of Resolution No. 3098 and the
Addendum to Master Agency Agreement for the Main-Lafayette Corridor Project,
Supplement#7.
Mr. Downes asked when construction will begin. Mr. Schalliol responded that staff expects
to put the project out to bid January 3, 2013, award in February, with construction beginning
in February or March.
Ms. Jones asked whether the additional funds are in the budget. Mr. Schalliol responded
that they are.
Upon a motion by Mr. Varner, seconded by Mr. Downes and unanimously carried, the
Commission approved Resolution No. 3098 approving and authorizing the execution of an
amendment to the Addendum to the Master Agency Agreement. (Main-Lafayette Connector
Project—Supplement#7)
6. NEW BUSINESS
A. Receipt of Bids
1) Receipt of Bids for 325 S. Lafayette in the South Bend Central Development Area.
(former Schillings Camera store)
Mr. Inks noted that there were no bids at this time. By law the Commission is prohibited for
thirty days from entering into any sale or lease of that property that does not meet the Bid
Specifications. After thirty days the Commission can consider any negotiated offer.

1) Resolution No.3110 approving the transfer of real property to the City of South Bend.
(Vacant lots along East Race between Colfax and LaSalle; Water Works parking lot
behind Morris PAC; semi-circle behind Morris & Water Works; remnant parcels at
St.Joseph and LaSalle,Woodward Court right of way)
Mr. Relos noted that at a previous Redevelopment Commission meeting staff informed the
Commission it would begin the process of conveying to other city entities any Commission
owned property that is not developable. During the review process, staff has identified
thirteen parcels at five different sites that should be transferred to the Board of Public Works
(BPW), since these are not sites that can be redeveloped. The five sites are:
• The East Race between Colfax and La Salle
• Water Works employee parking lot behind the Morris Civic
• Semi-circle lot behind the Morris Civic and the Water Works building
• Remnant parcels south of LaSalle and east of St. Joseph Streets
• Woodward Court right-of-way
Upon approval of Resolution No. 3110, a resolution will be taken to the BPW to accept the
properties, followed by deeds being prepared so the transfer can occur. Staff requests
approval of Resolution No. 3110.
Ms. Jones asked whether the lot behind the Water Works would still be available for a
parking structure if and when the LaSalle Hotel is developed. Mr. Relos responded that we
would work with the Board of Public Works if that were needed. The Water Works parking
needs could be accommodated in a parking structure there.
Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the
Commission approved Resolution No. 3110 approving the transfer of real property to the

2) Agreement for Parking Garage Management Services and On-Street Parking
Enforcement with Downtown South Bend, Inc.
Mrs. Jennings noted that the parking agreement between the Redevelopment Commission
and Downtown South Bend, Inc. (DTSB) expires the end of January 2013. In late 2011
when the Commission solicited proposals for parking garage management, it was looking to
enter into a three year contract with firms that had experience in managing parking garages.
DTSB applied during that process,but because they didn't have the same depth of
experience as the other proposals received,we entered into a one year agreement with the
opportunity to extend for an additional two years based on performance. DTSB has

exceeded the performance measures that were set out with the exception of the revenue side.
The overall appearance of the garages and customer hospitality has improved greatly.
DTSB has also successfully managed the complete automation of all three parking garages,
as well as the new on-street handheld parking enforcement equipment. The city is in the
process of installing new energy efficient lighting in the Main St. and Wayne St. garages.
DTSB will facilitate the installation. Staff requests approval to renew the Agreement for an
additional two years, commencing February 1, 2013 and ending January 31, 2015.
Mr. Downes asked what the Agreement's revenue projection is for 2013. Mr. Inks
responded that, typically, DTSB or the provider is involved in acquiring the estimates;
historically it's been based on what was done last year, anticipating changes that might
occur. The income projection is not arbitrary,but is based on past performance and
expectations going forward.
Mr. Downes asked whether the new performance measures would be set for two years, or
just one year at a time. Mr. Inks responded that it is a two year agreement, so the indicators
are for two years.
Mr. Downes noted that DTSB recommended in its first proposal improved signage for the
garages. He asked if they intended to continue to invest in additional signage. Mr. Downes
thought one of the problems with increasing revenue is that people don't know the garages
are available. Mr. Inks responded that they will continue to invest in signage.
Mr. Downes also asked whether DTSB will do a number of customer surveys in early 2013.
Ms. Jennings noted that DTSB are required to do two surveys per year.
Mr. Varner asked whether the 91.2%occupancy rate is based on monthly parkers. He
wondered, particularly, where any increase in parkers would come from. Mr. Inks
responded that the 91.2%is the occupancy from monthly parkers. DTSB is exploring the
idea of implementing some part time rates for downtown employees that have part-time
jobs—those who try to get away with on-street parking. Instead of charging$40 per month,
they would charge $15 - $20 per month. It would not only increase the occupancy,but the
revenue as well.
Ms. Jones noted that recently when she has been downtown over the weekend,the gates of
the Leighton Garage have been down. They used to be up all weekend. She asked why that
would be. Ms. Jennings said she would look into it and report back.

Mr. Downes noted that DTSB has done a great job. The customer satisfaction percentages
have gone way up. There is still room for improvement,particularly in the perception of
safety.
Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the
Commission approved the Agreement for Parking Garage Management Services and On-
Street Parking Enforcement with Downtown South Bend, Inc.
3) Proposal for management services of the College Football Hall of Fame.
Mr. Inks noted that as we prepare to take possession of the former Hall of Fame building at
the end of 2012,we need to ensure the building will be well maintained for its future use.
Grubb & Ellis/Cressy&Everett has submitted a proposal to provide property management
services for the site on an"as needed basis." Grubb &Ellis is also the listing agent for the
site. The initial walk-thru and equipment assessment they propose is for a not-to-exceed
amount of$500. Estimated costs for services during the first 6 months are $4,800. Those
fees will be paid from EDIT funds the city has budgeted for 2013. Commission approval is
requested for$5,300 to cover costs for the period of January 1, 2013 to June 30, 2013.
Mr. Inks noted that the Hall of Fame building is owned by the Redevelopment Authority and
leased to the Redevelopment Commission. Therefore,the Commission has control of the
site and would be the entity hiring the property manager.
Property management at this site will be a partnership effort. DTSB has agreed to assist by
providing personnel to do daily walk-throughs of the facility to ensure the building is
properly secured,utilities are functioning and no other issues exist. City staff will arrange
for snow removal and landscaping. Grubb &Ellis will be used as needed to oversee and
maintain security systems and HVAC systems.
Mr. Davis asked how competitive the bids were that went out for management of the Hall
of Fame. Mr. Inks responded that this is a services contract, so we did not solicit formal
proposals or quotes. There are two property managers in downtown South Bend that the
Commission has history working with. Grubb & Ellis is the listing agent, and in this case,
working with one listing agent as the property manager made sense, keeping access to the
site limited.
Mr. Davis wondered, considering the building's importance to the downtown,what the
likelihood is of finding a viable user. Mr. Ford responded that Community Investment is
entertaining offers and interests in the building right now. We anticipate that we will
receive some formal offers for the building in the first quarter of 2013. We've heard of

interest from a number of different parties with multiple ideas for the building, all of which
would be a magnet for investment activity for downtown South Bend.
Mr. Davis asked whether the Redevelopment Commission is prepared to invest in the
building to retrofit it for a different use or to make it more suitable for a potential use. Mr.
Ford responded that that will be considered case by case,but we do anticipate the need for
some city/Commission involvement. We are looking for proposals that would have a clear
path to funding and would add investment downtown.
Mr. Davis also asked about the report that Jersey Mikes is being pushed out of its location in
the Hall of Fame. He'd like to see them relocated in the downtown. Mr. Ford responded
that Community Investment is very committed to keeping businesses in downtown South
Bend. The specifics of this case cannot be commented on,because it is currently in the
courts.
Mr. Downes asked whether there will be a Memorandum of Understanding or some
agreement between Century Center, DTSB and Grubb and Ellis about who will be
responsible for what so nothing falls through the cracks. Mr. Inks responded that an
agreement will be drawn up.
Upon a motion by Mr. Downes, seconded by Mr. Alford and unanimously carried,the
Commission approved the proposal for management services of the College Football Hall of
Fame until June 30, 2013.
C. Airport Economic Development Area
1) Facility Documentation of architectural services at Bosch site.
Mr. Inks noted that early in 2012 we met with several interested parties at the Bosch site to
show the property and see if it could meet their needs. In many cases we needed
information about the building that was not readily available. We opted to use ADG, given
our work with them during 2011 as we tried to attract another tenant to the Bosch site. ADG
built upon their previous work at the site. They have submitted documentation of the
services provided in a letter dated 11/27/12. The cost for these services totals $8,835 and
Commission authorization is requested to pay for those services.
Upon a motion by Mr. Varner, seconded by Mr. Downes and unanimously carried,the
Commission authorized payment to ADC for the architectural services at Bosch site listed in
the Facility Documentation.

2) Management Services Agreement for Bosch Building.
Mr. Inks noted that as we prepare to take possession of the former Bosch site at the end of
2012, we need to ensure the buildings will be well maintained. The Management Services
Agreement with Cressy&Everett Management Corp. proposes property management
services for the site for a fee of$600 per month. Additional services at the site, as
described in the following paragraph, are expected to total about$100,000 during the first
four months of 2013. By May 1, 2013 we expect Curtis Products will take possession of
the property under the terms approved at the last Redevelopment Commission meeting.
Accordingly, the Redevelopment Commission is being asked to approve the Management
Services Agreement with Cressy&Everett and authorize staff to work with Cressy&
Everett to implement the additional services at a cost not to exceed $100,000 during the
first 4 months of 2013.
Attached to the Agreement is the proposal for management services detailing the activities
to be continued at the site, including security, fire protection,building and mechanical
maintenance, grounds maintenance and utilities. Cressy&Everett will also be responsible
for third party vendors, initiating,reviewing and monitoring their services. Cressy&
Everett has in-house staff capable of maintaining the building and HVA systems and will
provide these services at the rates($39/hour to $79/hour) indicated in the proposal.
The Redevelopment Commission, as part of its 2013 appropriations, has provided up to
$650,000 for holding costs at this site. That amount includes the proposed budget here in
the amount of$468,698, plus property taxes.
The Redevelopment Commission is asked to approve the Management Services Agreement
with Cressy&Everett and authorize staff to work with Cressy&Everett to implement the
additional services at a cost not to exceed $100,000 during the first four months of 2013.
Mr. Varner asked whether the Commission has the lease agreement in place with Curtis
Products. Mr. Inks responded that we have the Letter Of Intent that has been executed by
both the Redevelopment Commission and Curtis Products. A draft of the lease agreement
has been sent to Curtis Products for its review.
Upon a motion by Mr. Downes, seconded by Mr. Alford and unanimously carried,the
Commission approved the Management Services Agreement for the Bosch Building in the
amount not to exceed $100,000.
3) Proposal for professional services regarding the Renaissance District
Mr. Schalliol noted that Union Station Technology Center has submitted a request to draw
down on funding from the MOU#1 funding allocation to cover costs to date associated

with site planning and design work and utility planning for the USTC site. The table below
is a list of expenses to date that have been paid from MOU #1 funds.

The Commission intended to assume all of USTC's contracts related to MOU #1. The
proposed reimbursement agreement with JPR, formerly Wightman Petrie, is in the amount
of$83,049.00 and was used to accomplish the following tasks:

In the future, the Commission will contract directly with vendors for services that can be
paid from MOU#1 funding. Staff asks for approval to pay JPR, Inc. for services already
performed.
Mr. Varner asked where the project stands now. Mr. Schalliol responded that within the
next two weeks the generators and the switch equipment will be delivered and installed on
the western end of the site to provide the five megawatts of power USTC will need to
operate. As far as the bigger picture, USTC is still working to close on the Ivy Tower
building by the end of the year. We've got a draft agreement on the sale of the former
Millennium Environmental land to USTC. That item will probably be before the
Commission at its second meeting in January. A lot of pieces of this project are coming
together. A lot of build-out has been done to the west end of Union Station for the
technology center uses. That portion of the building should be filled with equipment during
early 2013. Most of that progress is not visible from the outside. Once the closing on the
Ivy Tower building takes place, that portion of the project will be much more visible.

Upon a motion by motions by Mr. Varner, seconded by Mr. Downes, and unanimously
carried, the Commission approved the proposal for professional services regarding the
Renaissance District.
4) Proposal for replat of U.S. 31 Industrial Park, Lot 14.
Mr. Schalliol explained Items 6.C. (4) and(5)together. Danch, Harner&Associates has
submitted proposals to provide replat services for Lot# 14 (Phase I) and for Lots 5 and 6
(Phase II) of the U.S. 31 Industrial Park. The Redevelopment Commission was the original
developer of this industrial park and this action will help to correct an issue with ownership,
maintenance and control of the park's two common area retention ponds.
The proposal is to provide survey services to prepare a One Lot/One Outlot Minor
Subdivision for Lot# 14(Phase I) and a Two Lot/One Outlot Minor Subdivision for Lots 5
and 6 of the U.S. 31 Industrial Park(Phase II). The purpose of the Minor Subdivision is to
split the retention basin portion of the lots off from the buildable portion of those lots. The
proposed outlots that will contain the retention basin will be owned by the City of South
Bend. City ordinances require the Minor Subdivision process for splitting the property as
described above. Our cost estimate for the preparation of the Minor Subdivision for Lot#14,
including all required paperwork, setting of property corners, attendance at required Plat
Committee meetings and filing and recording fees is proposed at $2,850. Staff requests
approval of the proposal.
Mr. Davis asked about the costs of the long term upkeep of the retention basins. Mr.
Schalliol responded that the city, not the Commission,has in its budget the ongoing costs of
maintenance because they have been providing those all along. It was initially expected
that the industrial park would initiate an owners association similar to the one at Blackthorn
Corporate Park that would take over maintenance of the retention basin. That never
happened. City policy now is to own the retention basins. The lots that include the basins
are for sale; no one would buy the lots with the potential obligation of maintaining the
basins. The maintenance costs for those basins is about $400 per year. What the
Commission is being asked to approve today is a one-time fee for filing and transferring
titles.
Mr. Meteiver requested to add to the motion an authorization for Mr. Inks to sign the
appropriate paperwork to move the process along.
Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the
Commission approved the proposal from Danch Harner&Associates for replat of U.S. 31

5) Proposal for replat of U.S.31 Industrial Park,Lots 5 and 6.
Industrial Park, Lot 14, and authorized the Director of the Department of Redevelopment to
sign the appropriate paperwork.
Mr. Schalliol noted that the cost for preparation of this Minor Subdivision, all required paper
work, setting of property corners, attendance at required Plat Committee meetings, filing and
recording fees is $4,350.00. Staff requests approval of the proposal.
Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the
Commission approved the proposal from Danch Harper&Associates for replat of U.S. 31
Industrial Park, Lots 5 and 6, and authorized the Director of the Department of
Redevelopment to sign the appropriate paperwork.
6) Resolution No.3117 authorizing the Director of Department of Redevelopment to
approve and execute contracts on behalf of the City of South Bend, Indiana,
Department of Redevelopment related to the operation and maintenance of Blackthorn
Golf Course.
Mr. Inks noted that Resolution No. 3117 authorizes the Director of Redevelopment to sign
contracts related to the operation and maintenance of Blackthorn Golf Course, to be
followed by ratification by the Commission. Mr. Inks can't recall using that authority at all
in 2012,but it has been helpful in the past to have such authorization. This resolution keeps
that authorization in place.
Mr. Davis said that due to the complexion of ongoing discussions at the Council level of
whether the city should sell off the golf course,bring it into management by the Park
Department, and other discussions related to the costs of running that golf course,he does
not support contracts being signed without prior approval by the Commission. Ratification
after the fact is not acceptable to him.
Mr. Inks responded that Resolution No. 3117 does not provide authority for the Director of
Redevelopment to enter into any contract at any amount. The budget for the Blackthorn
Golf Course is appropriated by the Redevelopment Commission. It's created in conjunction
with a joint committee of the Commission and Airport Authority and any contracts that
would be authorized or signed by the Director of Redevelopment would have to conform to
the Blackthorn Golf Course budget that had been adopted by the Redevelopment
Commission.
Mr. Varner asked whether repayment for the golf carts the Commission purchased for the
golf course a year or so ago was included in the golf course budget. Mr. Inks responded that
it was.

Ms. Jones asked for clarification on the type of contract we would be talking about, already
existing within the golf course budget. Mr. Inks provided this example: if there were trees
that our crew could not take down, and we had to hire an outside third party to take down
the trees,but it was to be paid for as part of the maintenance budget for Blackthorn Golf
Course. Resolution No. 3117 would allow Mr. Inks to sign that contract. It would
authorize Mr. Inks to execute that agreement and have the trees taken down.
Ms. Jones asked if Resolution No. 3117 could be written as"...execute agreements that fall
within the budget of the Blackthorn Golf Course..."Mr. Inks responded that it can.
Mr. Downes made a motion to approve Resolution No. 3117 authorizing the Director of
Department of Redevelopment to approve and execute contracts on behalf of the City of
South Bend, Indiana, Department of Redevelopment related to the operation and
maintenance of Blackthorn Golf Course and which fall within the budget of the golf course.
Mr. Varner seconded the motion. The motion carried on a vote of four to one. Mr. Davis
was opposed.
7) Resolution No.3112 approving and authorizing the execution of an Addendum to the
Master Agency Agreement. (Ignition Park Phase 1B Rough Grading)
Mr. Kain noted that Resolution No. 3112 approved an Amendment to the Master Agency
Agreement with the Board of Public Works for rough grading at Ignition Park Phase IA.
Staff has determined that grading the remainder of the Ignition Park site is key to setting the
stage for the next phase of infrastructure work, as well as to attracting new development.
During Phase 1 A of the infrastructure work at Ignition Park, a large amount of dirt was
excavated from the Data Realty site, Underground Pipe and Valve as well as from the streets
within the park. The Indiana Department of Environmental Management says that all the
dirt must stay on the site if possible, given some of the potential contaminants present in the
soil.
The grading plan being developed by BSA LifeStructures will utilize all the dirt currently
stored on the site. BSA LifeStructures provided an opinion of probable cost. Based on that
estimate, staff requests appropriation of$530,000 from the AEDA TIF for the grading work
and approval of Resolution No. 3112.
Mr. Varner asked whether the elevation of Ignition Park will be two feet above Sample St.
when the grading is complete. Mr. Kain responded that it will be roughly 2-3 ft. above
grade. It will gradually decline, allowing us to landscape the park, cognizant of the fact that

you don't want to obstruct the views and make it look like a private park. The mounds will
be landscaping mounds. The future plans also call for a north access Ignition Drive to be
built. That drive will provide the views into the park.
Mr. Davis thanked the staff for addressing this issue. He asked how soon the grading would
be done. Mr. Kain responded that the construction plans are almost complete. The project
will be bid out in early January.
Mr. Davis asked whether there was any other way of paying for the rough grading outside of
the TIF Funds, because the Airport TIF is being drained. Mr. Kain responded that the
Airport TIF is an appropriate way to pay for it since it is in the Airport Economic
Development Area. That would be the administration's call to use other city funds.
Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the
Commission approved Resolution No. 3112 approving and authorizing the execution of an
Addendum to the Master Agency Agreement. (Ignition Park Phase 1B Rough Grading)
D. West Washington-Chapin Development Area

1) Resolution No. 3111 approving the transfer of real property to the City of South Bend.

Mr. Schalliol noted that as one of the final steps to preparing the Main/Lafayette area for
new roadway construction, the South Bend Redevelopment Commission needs to transfer
four properties to the Board of Public Works so that the properties can be quit claimed to
adjacent property owners as part of the purchase of right of way from those property owners.
The city doesn't want the Main/Lafayette connector project to have residual parcels left,but
to combine the residuals with adjacent properties from which property was acquired.

Commission approved Resolution No. 3111 approving the transfer of real property to the

2) Proposal for engineering services to address drainage issues on Fellows Street.
Mr. Kain noted that staff solicited a proposal from Cardno JFNew for design services related
to the drainage issues on Fellows St. Drainage issues on Fellows St. were brought to light
by residents as well as by Christopher Burke Engineering, the City of South Bend's
consultant that is working on the design of the Fellows and Ireland intersection. Staff has
been committed to finding a green solution to the drainage issues that does not adversely
impact the residents of Fellows St.
Cardno JFNew is an ecological consulting and restoration firm with more than twenty years
of experience providing innovative and successful solutions to challenging environmental
issues. The proposal includes the following tasks:
Task 1: Project Coordination
Task 2: Hydrologic/Hydraulic Modeling
Task 3: Drainage Design
Task 4: Construction Documents
Staff requests approval of the proposal by Cardno JFNew in the amount not to exceed
$35,000 from the SSDA TIF.
Mr. Varner asked whether staff will take the proposed plan to the neighborhood residents for
input. He was particularly concerned about the long term maintenance of what might be
proposed. Mr. Kain responded that they will. We told Cardno JFNew that we want
solutions that are low cost and that do not require ongoing maintenance. A rain garden is
one idea. The issue with rain gardens being installed is that there is maintenance required.
There are also pervious pavers that can be installed in the streets that have the water. We
potentially have one acquisition by the intersection that we may have to do to add the left
turn lane. There is potential of using that lot for some drainage solutions. When we get into
this design we will have a better idea of what solutions that we propose, and we will
certainly go back the neighborhood.

of South Bend, Indiana, Board of Public Works relating to 2013 projects.
Mr. Inks noted that at the beginning of every year we enter into a Master Agency Agreement
for the Board of Public Works to undertake public improvement projects for the
Redevelopment Commission. Then we amend that as individual projects come along to
include them into the original Master Agency Agreement. Staff recommends your approval.
Mr. Varner made a motion to approve Resolution No. 3114, approving and authorizing
execution of an annual Master Agency Agreement by and between the South Bend
Redevelopment Commission and the City of South Bend, Indiana, Board of Public Works
relating to 2013 projects. Mr. Downes seconded. The motion carried on a vote of four to
one. Mr. Davis opposed.
2) Resolution No.3115 setting procedures for contracts for property related services
(2013).
Mr. Inks noted that this is an annual housekeeping item. Redevelopment staff in the past has
been authorized to have title searches, appraisals, land surveys, and environmental Phase I
surveys done. Resolution No. 3115 gives the staff the authority to do that again in 2013 and
sets price limits for staff to stay within on those activities.
Mr. Davis noted that the Council established the Diversity Utilization Board to encourage
city contracts to be offered out to bid to minority and women owned businesses. He wanted
to be sure the Commission would follow through and use minority and women owned

business that are registered by the state. He is particularly concerned about the contracts
entered into by entities the Commission contracts with, such as Blackthorn Golf Course,
Downtown South Bend, CB Richard Ellis, etc. Mr. Inks responded that the department
functions under the same guidelines as the rest of the city.
Mr. Davis interrupted to say that is the problem. The Diversity Utilization Board was
created because nothing changed after the Council asked departments to use minority and
women owned vendors and service providers. Staff couldn't provide data to show that we
are being minority business friendly. When the Council asked for information, the records
were never provided. Mr. Inks reiterated that the Commission is required to follow the same
procedures as the rest of the city. Whatever the Board of Public Works and the city is
adopting elsewhere,our department would follow those same standards. We have the
minority contractors list,the state certified list of contractors, and as we go about procuring
services we use that list to identify any potential vendors of minority or women ownership.
Mr. Davis asked to see a quarterly list of those that have been solicited for a quote or bid and
those that that have won the bid. Mr. Inks said the staff will begin tracking the necessary
information in January so that reports can be made quarterly.

7. PROGRESS REPORTS
A.Tax Abatement
Mr. Inks noted that while the Department of Community Investment has been moving its offices,
staff did not have the chance to put together the tax abatement report. There were four tax
abatements that were on the Common Council agenda for this past Monday, December 10,2012.
One of the tax abatements was for Curtis Products who signed the Letter of Intent for the Bosch
site. They're looking at investing$675,000 of new equipment adding nine jobs to the 320+that

they already have. Along with that there are three other tax abatements that went forward. Those
are not large projects;however,often times we make progress in small steps. The other three
represented progress as well.
Mr. Davis noted that, with the due date of the tax abatement annual report having been changed
to the June 15, the Council is on a later schedule for making decisions on what companies are not
in compliance and whether the abatements should be revoked. He hopes the process will move
faster next year.
8. NEXT COMMISSION MEETING
The next meeting of the Commission will be its Annual Organizational Meeting, Wednesday,
January 2, 2013 at 9:30 a.m. The next Regular Meeting of the Redevelopment Commission is
scheduled for 9:30 a.m., January 10, 2013.
