The September 9, 2002 meeting of the Personnel and Finance Committee was called to order by
its Chairperson, Council Member James Aranowski at 4:00 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Varner, White,Kelly, Coleman,Aranowski, and
Kirsits; Mayor Stephen Luecke, Community & Economic Development Director Jon Hunt,
Century Center Executive Director Brian Hedman, Public Works Director Gary Gilot, City
Controller Rick 011ett, Building Commissioner Don Fozo, Parks Superintendent Phil St. Clair,
Assistant Fire Chief Rick Switalski, Jack Reed, City Attorney Charles Leone, Assistant City
Attorney Cheryl Greene, Deputy Attorney Jeff Jankowski, Mary Ann Myers, Gary Libbey, Terry
Bland of the •OUtb 4i3int4 eribune and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Aranowski noted that the first items on the agenda are the three (3) ordinances
dealing with the 2003 Civil City Budget namely Bill Nos. 63-02, 64-02, and 65-02 addressing the
levying of taxes and fixing the rate of taxation;appropriating monies for defraying the expenses of
the departments of the city;and appropriating monies. All of the proposed ordinances are set forth
in full in the prefatory materials contained in the binder entitled "City of South Bend 2003
Operating Budget".
Council Member Aranowski noted that this Committee has been meeting for the past several weeks
with the Department and Bureau heads in reviewing their proposed line-item and performance
based budgets for calendar year 2003. He further noted that no recommendation would be made at
this time, with formal recommendations being made by the Committee at its meeting on September
23, 2002.
Following discussion, Council Member White made a motion, seconded by Council Member
Varner that Bill Nos. 63-02, 64-02 and 65-02 be continued until the September 23, 2002
Committee meeting. The motion passed.
Council Member Aranowski then called for a presentation on Substitute Bill No. 66-02 which fixes
the maximum salaries and wages of appointed officers and non-bargaining employees of the City
of South Bend for calendar year 2003.
City Controller Rick 011ett made the presentation. He noted that the proposed ordinance would
establish a four percent(4%) maximum salary increase over 2002 rates.
Dr. Varner inquired about how this increase compares to the Police Department salaries. Mr. 011ett
stated that the police department received a 5.3% last year which included the $400 shift from an
officer's clothing allowance to his or her salary and a 4.25%for the department with the same shift
of$400 from each officer's clothing allowance to his or her base salary.
Following discussion, Dr. Varner made a motion, seconded by Council Member White that
Substitute Bill No. 66-02 be recommended favorably to Council. The motion passed.
Council Member Aranowski then called for a presentation on Substitute Bill No. 67-02 which
would fix maximum salaries and wages of Teamster Employees of the City of South Bend for
calendar years 2003, 2004, 2005 and 2006.

Deputy Attorney Jeff Jankowski made the presentation. He noted that the proposed ordinance sets
for the financial terms which were successfully negotiated by the City Negotiating Team and the
Teamster's Negotiating Team. He noted that the agreement calls for a four percent(4 %) increase
for three (3) years and a 4.25% for the 4th year. He further noted that the 4 % figures were
included in the proposed 2003 budget items.
In response to a question from the Council Attorney, Mr. Jankowski stated that the relevant
sections of the South Bend Municipal Code would be amended by a proper ordinance filed by the
City Administration addressing holidays, pay days, etc.
Following discussion, Dr. Varner made a motion, seconded by Council Member White that
Substitute Bill No. 67-02 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Aranowski
adjourned the meeting at 4:08 p.m.
