HomeMy WebLinkAbout05-11-02 Special Advisory Redistricting Committee totimittiet ort: cia l MOtscorp tztrating Qommitti The May 11, 2002 meeting of the Special Advisory Redistricting Committee was called to order at 9:03 a.m. by its Chairperson, Council Member Charlotte Pfeifer in the Council Informal Meeting Room. Persons in attendance included: Hollis E. Hughes, Jr., Gary Gilot, Glenda Rae Hernandez, Council Member Karl King, Charles S. Leone, Council Member Charlotte Pfeifer, Council Member Karen L. White, John Byorni, George Adler, Kathleen Cekanski-Farrand, and Larry Magliozzi. Council Member Pfeifer welcomed everyone to the 4th Special Advisory Redistricting Committee meeting held this year. She noted that she and Council Member King met with Terry Bland of the $ otith Gribintt on Friday morning and called upon Council Member King to give an update. Council Member King noted that he and Council Member Pfeifer had a good meeting with Terry Bland and that a good article appears in today's edition of the *nth 513tr 7 tribUta . He noted that they summarized their meetings of the Special Advisory Redistricting Committee which began last December; reviewed the research done to date; and summarized the discussions of the Committee meetings. He noted that they did point out that the county did not address various areas when they drew the new precinct boundaries. He noted that Terry Bland was responsive and agreed to publicize upcoming meetings. Council Member King then directed the Committee's attention to page 3 of the draft "Progress Report and Recommendations"(copy attached) which were then reviewed. Kathy Cekanski Farrand noted that the Committee had previously discussed having the proposed District map and related material posted on the City's website. Larry Magliozzi suggested that the proposed map and related material also be provided to each of the Partnership Centers. Discussion then took place with the Committee agreeing to add the District map to the City's website, along with a list of the Progress Report and Recommendations (as amended) and the names and email addresses and phone numbers of the Committee members and Advisory staff. Council Member Pfeifer then reviewed the items on the flip chart: 0. Add the proposed District Map and related material to the City's website since the information should be as detailed and in as many places as possible. 1. Public meetings--How many? Council Member Pfeifer asked Mr. Leone to have a meeting scheduled of NNN;asked Ms. Hernadez to have a meeting scheduled by the Apostolic Church;and that she would have a meeting scheduled of LANA. 2. After each meeting report any changes to the Council. June 1st at 9 am would be the next meeting of the Special Advisory Redistricting Committee with an extra emphasis on getting the word out to the public of the meeting. Special Advisory Redistricting Committee May 11, 2002 Page 2 3. St. Joseph County Commissioner's formal action to be incorporated addressing the omitted areas. 4. Gary Gilot will begin preparation of the legal descriptions for each of the proposed six (6) Councilmanic Districts. 5. Kathy Cekanski Farrand will prepare the proposed ordinance once the legal descriptions are completed and June 1st meeting has been held. 6. Date for 1st reading on the proposed ordinance: August 12, 2002 tentative date. Council Member Pfeifer also suggested that copies of the minutes of the Special Advisory Redistricting Committee also be made available at the counter of the City Clerk's Office. Larry Magliozzi noted that the word"are" needs to be added to the first paragraph on page 2, line 4 between"areas"and"sparsely"of the draft"Progress Report and Recommendations". Following discussion, Gary Gilot made a motion, seconded by John Byorni that the draft of the "Progress Report and Recommendations"be approved as amended. The motion passed. Larry Magliozzi inquired about the process utilized to update the maps as the City approves annexations. Kathy Cekanski Farrand suggested that in addition to the current individuals who receive annexation data that the County Commissioners be added to that list. At the request of Council Member King, Mr. Magliozzi then highlighted the areas omitted by the county on the proposed District map. Council Member King offered to determine the polygon numbers of the areas omitted by the county and give that information to Larry Magliozzi, Gary Gilot and Kathy Cekanski Farrand. Kathy will then contact the county. Council Member Pfeifer urged as many members of this Special Committee as possible to attend the upcoming meetings with LANA,NNN,and the areas in the 3rd and 5th Council Districts once those dates are determined. There being no further business to come before the Committee, Council Member Pfeifer adjourned the meeting at 9:35 am.
