The April 22, 2002 meeting of the Public Works and Property Vacation Committee was called to
order by its Chairperson, Council Member David Varner at 3:50 p.m. in the Council Informal
Meeting Room.
Persons in attendance included Council Members Varner, Kirsits, White, Coleman, Aranowski,
King, and Pfeifer; Public Works Director Gary Gilot, City Engineer Carl Littrell, Beth Leonard,
Michael Beitzinger,John Strauss, Michael Danch,Ann Bruneel,Terry Bland of the §rxinth iI U I
Zribune and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Varner noted that he had received a letter from Angela M. Furore, a
Neighborhood Planner with Community&Economic Development(copy attached) with respect to
Substitute Bill No. 54-95, the first item on the agenda, to continue this matter until May 13th. The
item was continued.
Dr. Varner then called for a presentation on Bill No. 22-02 which is a vacation request for
Schulman Drive from Olive to Grant and Grant Street from Sample to the north line of the Indiana
Northern Railway Company, ROW. Dr. Varner noted that the Board of Public Works sent a
favorable recommendation to the Committee(letter attached).
Mr. Michael Danch made the presentation. He noted that they have been working with the City's
Department of Public Works on this matter and that it would be subject to receiving releases from
all affected utilities.
Following discussion, Council Member Aranowski made a motion, seconded by Council Member
King that Bill No. 22-02 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 24.02 which is a vacation request for the first east/west
alley north of Bartlette Street. Dr. Varner noted that the Board of Public Works sent a favorable
recommendation to the Committee(letter attached).
Anne Bruneel, the attorney for the Petitioner, made the presentation. She noted that the vacation is
necessary in order to facilitate the equipping of a handicap entrance at Madison School during its
renovation.
Council Member Pfeifer inquired about the use of the alley and noted that the YWCA utilizes the
one-way access onto Bartlett Street. Ms. Bruneel noted that discussions have taken place with
YWCA officials and that they should not have any difficulties resulting from the vacation.
City Engineer Carl Littrell stated that the north/south alley is one-way going in the southbound
direction and its only access is from the YWCA.
Following discussion, Council Member King made a motion, seconded by Council Member
Aranowski that Bill No. 24-02 be recommended favorably to Council. The motion passed.
Dr. Varner then called for a presentation on Bill No. 02-38 which would establish the effective date
for the Greenlawn vacation of public property.
City Engineer Carl Littrell made the presentation. Mr. Littrell noted that on March 26,2001 a

vacation ordinance came before the Common Council and made the vacation effective upon the
adoption of a resolution establishing a specific date. He noted that the vacation deals with the
ongoing renovations taking place at Adams High School. Based on the progress of the
construction and renovations, an effective date of June 3, 2002, is recommended by the City
Administration.
Council Member King noted that this is a proper "triggering mechanism" which the Council
requested.
Dr. Varner inquired about the crosswalk and whether it has been resolved and addressed in the
final plans. Dr. Varner also inquired about the traffic problems resulting from the vacation and
whether Wall Street should be designated as a one-way street in the northern direction.
Mr. Littrell stated that a temporary walkway is currently being used and that the proper permits
would be pursued for the crosswalk. He noted that discussion will take place tonight on Wall
Street as well as the alignment of Wall to Mishawaka Avenue.
Following discussion, Council Member Aranowski made a motion, seconded by Council Member
King that Bill No. 02-38 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Dr. Varner adjourned the meeting
at 4:03 p.m.
