HomeMy WebLinkAbout02-25-02 Personnel & Finance lommittee Zeport er vntttez ara financt ontmittee The February 25, 2002 meeting of the Personnel and Finance Committee was called to order by its Chairperson, Council Member James Aranowski at 3:34 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Varner, Uj , White, Coleman and Kirsits; Community & Economic Development Department Director Jon Hunt, Fire Chief Luther Taylor, City Controller Rick 011ett, Building Commissioner Don Fozo, City Engineer Carl Littrell, Director of Budgeting &Financial Report Tom Skarbek, Citizen Member Isabel Gonzalez, Mary Ann Myers, Terry Bland of the s41ttj *to +Cributte, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Aranowski noted that the first item on the agenda was to review Bill No. 8-02 which would appropriate monies for capital expenditures pe tares for the 2002 fiscal Y ear City Controller Rick 011ett made the presentation. He noted that approximately two(2) weeks ago a detailed presentation was provided to the Council. He noted that last year $28.4 million was allocated for capital projects and that$26.4 is proposed to be allocated for this year. Dr. Varner inquired how much money was actually spent from the $ 28.4 million allocated for capital projects last year. Mr. Skarbek stated that he would provide that information at tonight's Common Council meeting. Council Member Ujdak voiced concern about the$2 million earmarked for design fees, noting that the Council has not had enough information and discussion on this. Mr. 011ett stated that less COIT and CEDIT monies would be received. Dr. Varner requested ten (10) year projections with regard to major capital projects, as well as a summary of such projects so that they could be prioritized. He stated that such a document would be a useful tool to have. Council Member Aranowski stated that a five-year forecast was provided several years ago. Council Member King suggested that a dela y on permit the Council to carry out due diligence. It was sssugges suggested that the Bill be considered reduced and then have a new bill addressing the amount of reduction in a separate bill. Following discussion, Dr. Varner made a motion, seconded by Council Member King to amend Bill No. 8-02. The motion passed. Council Member King then made a motion,seconded by Dr. Varner that amended Bill No. 8-02 be recommended favorably to Council. The motion passed.
