The March 11, 2002 meeting of the Personnel and Finance Committee was called to order by its
Chairperson Council Member James Aranowski at 4:52 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Aranowski, Pfeifer, Varner, Coleman, White,
Kirsits and Kelly; Jon Hunt, Carl Littrell, Beth Leonard, Terry Bland of the i5outb Neub
tritium and Kathy Cekanski Farrand, Council Attorney.
Council Member Aranowski noted that the first item on the agenda was to review Bill No. 02-17
which is a proposed resolution which would authorize the Mayor to submit an application to the
Indiana Commission on Community Service and Volunteerism for an Americorps Grant.
Beth Leonard of Community and Economic Development made the presentation. She noted that
the city is currently working with eleven(11) not-for-profit agencies. 37 members were requested
and they are providing 27.5 full-time equivalents.
In response to a question from Dr. Varner, Ms. Leonard noted that last year the city received
$380,000 last year.
Council Member White inquired about the overhead expenses for the program. Ms. Leonard stated
that they spent$45,000 on overhead last year.
Following discussion, Dr. Varner made a motion, seconded by Council Member White that Bill
No. 02-17 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 02-18 which is a proposed resolution approving the
issuance of scrap metal/junk dealers/transfer station licenses for 2002.
Carl Littrell made the presentation. He noted that the owners of each location in the proposed
resolution were advised of the proposed wellhead protection ordinance which is required under
Rule 6 of the Clean Water Act.
Following discussion, Dr. Varner made a motion, seconded by Council Member White that Bill
No. 02-18 be recommended favorable to Council. The motion passed.
There being no further business to come before the Committee, Council Member Aranowski
adjourned the meeting at 5:00 pm
