The first item on the agenda was Bill No. 29-02 which would establish a new revolving fund to be known as the"Industrial Development Fund"(#434). Ann Kolata made the presentation. She noted that the proposed ordinance would create a new fund which would be similar to TIF. Ms. Kolata stated that sales and income tax would be affected within a specific geographic area. A district would be created and would be accountable to a 9- member Advisory Commission, six (6) of whom are appointed by the Mayor, one (1) appointed by the Governor, one (1) appointed by the Lieutenant Governor, and one (1) appointed by the Director of Workforce Development. The funds would be received in one (1) year. A Plan would be adopted by the Advisory Commission for the affected area addressing the acquisition and demolition of existing buildings.
