The January 14, 2002 meeting of the Zoning and Annexation Committee was called to order by
the Committee Chairperson Council Member Karen White at 5:08 pm in the Council Informal
Meeting Room.
Persons in attendance included Council Members: Varner, Coleman, White,Kelly, Ujdak,Kirsits,
and Pfeifer;John Oxian of Historic Preservation,Building Commission Don Fozo,Terry Bland of
the'onf j Akrar Crain-me,and Kathleen Cekanski-Farrand, Council Attorney.
Council Member White noted that the first item on the agenda was to review Bill No. 121-01
which is a request to establish an historic landmark for the structure and real property located at
224 West Colfax.
Mr. John Oxian made the presentation. He noted that the structure is two-story and was built in
1921 by Edythe and Gertrude Brown. It is an excellent example of the Sullivanesque style of
commercial architecture and is rated an S/11 in the Indiana Historic Sites and Structures Inventory.
Following discussion, Council Member Coleman made a motion, seconded by Council Member
Varner that Bill No. 121-01 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 122-01 which is a request to establish an historic landmark
for the structure and real property located at 333 Tonti.
Mr. John Oxian made the presentation. He noted that the structure is a two-story Dutch Colonial
Revival Style house built in 1920 by Elias Strickland. It is currently rated a C/9 in the Indiana
Historic Sites and Structures Inventory, however Mr. Oxian noted that it could easily be re-rated to
an S/11 in his opinion.
Dr. Varner inquired whether the owner was aware of this request. Mr. Oxian stated that the owner
wrote a letter to the Commission in favor of the designation.
Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill
No. 122-01 be recommended favorably. The motion passed.
Council Member White then called for a presentation on Bill No. 123-01 which would establish as
an historic landmark the structure and real property located at 1313 Liston.
Mr. Oxian made the presentation. He noted that the two-story home is an excellent example of the
Queen Anne style of architecture and is believed to have been built in 1911 or 1912 by Adele
Domke. It is rated as an S/11 in the Indiana Historic Sites and Structures Inventory. It has under
gone extensive restoration after the 1979 survey which Mr. Oxian believes returns it to its "original
Queen Anne splendor".
Following discussion, Council Member Coleman made a motion seconded by Council Member
Ujdak that Bill No. 123-01 be recommended favorable to Council. The motion passed.
Council Member Coleman inquired about the load currently being handled by the Historic
Preservation Commission. Mr. Oxian stated that with the proposed designations tonight they will
have 110 landmarks which would be the most of any city in Indiana. He noted that he believes that

there office is too small. He also noted that they now have a part-time inspector on staff.
He cited the problem with the windows at the Palais Royale where the local Commission was bi-
passed and that the State agency was contacted which then turned down their request.
Council Member White noted that the City Clerk's Office has advised her that Mr. Charles S.
Hayes, the petitioner for a Special Exception and Special Use requested in Bill No. 01-79 will not
be at the Committee meeting but will be at the 7 p.m. Council meeting.
Mr. Don Fozo confirmed the information shared by Council Member White. He noted that the
Board of Zoning Appeals had a hearing on September 20, 2001 on the requests and send them to
the Council with an unfavorable recommendation. He noted that the parking request had been
reduced since the initial request was made. Mr. Fozo also noted that the Alcohol Beverage
Commission turned down Mr. Hayes request for a liquor license.
Following discussion, Council Member Udjak made a motion, seconded by Council Member
Coleman that Bill No. 01-79 be sent without recommendation since the petitioner was not present
at the Committee meeting. The motion past.
Council Member Kirsits noted that the "past history" of the site where this development is being
proposed is affecting the proposal.
There being no further business to come before the Committee, Council Member White adjourned
the meeting at 5:25 p.m.
