Zoning an Summation Committer
The August 26, 2002 meeting of the Zoning and Annexation Committee was called to order by its
Chairperson Council Member Karen L. White at 4:00 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members Varner, King, Coleman, Pfeifer, Kirsits, White,
and Kelly; George Adler, Community Development Director Jon Hunt, Larry Magliozzi, James
Masters, Ken Cotter, Steve Cooreman, Jitin Kain, Terry Bland of the 'outb lirribunt,
and Kathleen Cekanski Farrand, Council Attorney.
Council Member White called for a presentation on Bill No. 02-61 which is a proposed resolution
which would adopt a written fiscal plan and establish a policy for the provision of services to an
annexation area in German Township referred to as the Villas at Lake Blackthorn Annexation Area
a/k/a vacant land adjacent to the north and east side of 24545 Brick Road, along the west side of
the 31 Bypass Ramp from/to the Cleveland/Brick Road Exit.
Larry Magliozzi of the Community Development Department made the presentation. He noted that
this is a voluntary petition to annex into the City of South Bend 38.1 acres at the northwest corner
of Brick Road and the St. Joseph Valley Freeway. All public improvements will be done at the
expense of the developer except for the main line sewer which will be constructed with TIF funds.
He then summarized data from the Fiscal Plan(copy attached).
The Council Attorney noted that the title was amended to include the "a/k/a language" so that the
City Clerk's Office could track Bill No. 02-61 addressing the fiscal plan and Bill No. 57-02 which
is the proposed annexation ordinance for the subject property.
Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill
No. 02-61 be recommended favorably to Council. The motion passed.
The Committee then reviewed 2nd Substitute Bill No. 57-02 which proposes to annex into the City
certain land in German Township adjacent to the north and east side of 24545 Brick Road (copy
attached).
Mr. James Masters, the attorney for the Petitioner, Mr. Steve Cooreman, made the presentation.
Mr. Masters stated that Mr. Cooreman plans to build upscale villas which would be hooked up to
both city sewer and water services.
Mr. Hunt stated that the City Administration and the Redevelopment Commission are in favor of
the proposed Bill. The project would bring residential development to the Blackthorn Development
area. He also noted that the Redevelopment Commission intends to sell to Mr. Cooreman nineteen
(19) acres which is contiguous to the subject property addressed in the annexation.
In response to a question from Dr. Varner, Mr. Masters noted that the project will cost$ 9 million
for 140 units averaging in cost between $170,000 to $250,000. He further noted that
approximately one-half million dollars will be generated in tax revenue from the project. Mr. Hunt
stated that although the area is in a TIF area that the taxes will not be captured and will go directly
to the city.
Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that 2nd
Substitute Bill No. 57-02 be recommended favorably to Council.

There being no further business to come before the Committee, Council Member White adjourned
the meeting at 4:08 p.m. Shortly after this action, the petitioner for Bill No. 57-02, Mr. Steve
Cooreman arrived for the meeting. Council Member White then reconvened the Committee
meeting to permit Mr. Cooreman to address the Committee. Council Member Coleman noted that
the Committee had recommended the Bill favorably to Council, and that Mr. Coorman's remarks
would be permitted to provide any additional information.
Mr. Steve Cooreman, President of Cooreman Real Estate Group, Inc. addressed the Committee.
He noted that this is a voluntary annexation where he intends to develop the "Village at Lake
Blackthorne". He noted that he would be requesting consideration for residential tax abatement at a
later time for the project.
Council Member White thanked Mr. Cooreman for his remarks, and then adjourned the meeting at
4:10 p.m.
