COMMITTEE REPORT SOUTH BEND COMMON COUNCIL
ZONING AND ANNEXATION COMMITTEE
SEPTEMBER 23, 2002
The September 23, 2002 meeting of the South Bend Common Council Zoning and
Annexation Committee was called to order by its Chairperson,Council Member Karen White in the
Council's informal meeting room. Members of the Committee in attendance were Ervin Kuspa,
David Varner and Sean Coleman.
Mr. Jeff Myers of the Area Plan Commission notified the Committee that the Area Plan
Commission had given a favorable recommendation to the proposed Ordinance and Site
Development Plan of Iron Workers Club 292 to change the zoning from"B"Residential"A"Height
and Area and "B" Height and Area to "C" Commercial, "B" Height and Area. The purpose of the
zoning change is to allow a print shop to locate at this presently vacant site on 505 South Logan
Street, South Bend.
Attorney Tony Zappia appeared on behalf of the building owners, the Iron Workers Club
which has 200 members. Mr.Zappia stated that this property has been vacant and on the market for
over two years because the union relocated to Blackthorn. Previously, the union used the site as a
meeting hall and as a training area for its apprentice program. Mr.Zappia noted that the area across
the street is zoned industrial and that there are a number of mixed zoning uses in the immediate
vicinity. He stated that the purchasers of the real estate, Lynn and John Rodriguez, were presently
located on Mishawaka Avenue and wished to purchase this site for their screen printing business
known as Micro Craft,Inc. This business employs six persons and its lease on Mishawaka Avenue
ends September 30,2002. According to Attorney Zappia, this is a small business and fits well with
the neighborhood.
No member of the public spoke for or against Bill No.61-02. Council/Committee Member
Kelly stated that he has known Mr. and Mrs. Rodriguez well for many years and that they are good
corporate citizens.
Council Member Coleman moved that Bill No. 61-02 be sent to the full Council with a
favorable recommendation; the motion was seconded by Committee/Council Member Varner and
approved unanimously by the Committee.
There being no further business to come before the Committee, Committee Chairperson
Karen White adjourned the meeting.
Respectfully submitted,
Karen White, Chairperson
Zoning and Annexation Committee
