The bidders ranked as follows: Bidder Total Bid Amount (Base + Alternates 1 & 2) 1. Acorn Landscaping $134,694.00 2. Selge Construction $360,781.00 Engineering did not find any calculation errors in the submitted bids. This project has been deemed non-goal eligible with respect to MWBE subcontracting following review by the Office of Diversity and Inclusion, the Legal Department, and Engineering. The project cannot reasonably be subdivided as required by the Minority and Women Business Enterprise Inclusion Program Plan §8.B.2: §8.B.2 Non-Goal-Eligible Contracts If a contract is not goal-eligible, either because it is not able to be subdivided into commercially useful functions or because it does not contain any work described in the NAICS Codes in Attachment A, the Program Administrator will not set goals for that contract. For this project, the crews are small and are performing only one task (brick pavement spot repairs). There are no specialized sub-tasks like electrical or planting work that can be separated out as commercially useful functions. This determination of non-goal eligibility was reflected in the publicly advertised bid specifications and bidders were made aware of this at the public pre-bid meeting. As such, contractors need not indicate their intention to subcontract the work nor display effort in procuring subcontracts. With respect to other bidding requirements, both bidders were found responsive and responsible. Engineering recommends award of the Base Bid and Alternates 1 & 2 to the lowest responsive and responsible bidder, Acorn Landscaping LLC, in the amount of $134,694.00. Engineering recommends rejecting all other bids. The Department of Public Works has appropriated sufficient funds from the 2021 Infrastructure Bond (Fund #455-06-600-506-442001--PROJ00000283) (Requisition #PR-00009400). Attach an explanation of your plan or layout for performing proposed work. a. First submit MOT plan for approval. Concentrate on smaller areas to help maintain the flow of traffic. Areas requiring road closures and detours will follow. Access to private property will be maintained throughout the duration of the project. We plan to do continuous work in all critical areas to open streets as quickly as possible. Work will be to pull up brick and have a crew clean the brick while the other crew digs down to prep for subbase. Install subbase and adjust any manholes, inlets, or valves to grade. Finally, we will replace the brick as noted on the plans. If any bricks become damaged during excavation, they will be replaced with approved street pavers that most closely match existing pavers. During construction, all surrounding properties, structures, tenants, visitors and their property will be preserved and protected from damage caused by the construction operations. 2.
