Upon a motion by David Wyncott, seconded by Patrick Deegan, and carried by vote,
the Historic Preservation Commission APPROVES Certificate of Appropriateness
Application #2021-0517.
Vote: 4-1. Four in favor, One opposed.
COA #2021-0517 is approved.
iv. 2021-0506 745 Leland Avenue Chapin Park, Ordinance #9574-05

The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends the Commission ask the applicant to
amend their application as submitted to keep the existing soffit as wood, instead of
replacing with aluminum. Staff recommends approval of the remaining application
items as submitted (the fascia will be hidden behind the gutters/downspout).
The applicant was represented by:

After due consideration, the following action was taken:
Upon a motion by Eric Stalheim, seconded by John Tiffany, and carried by vote, the
Historic Preservation Commission approves the splitting of the petition into two parts.
Vote: 5-0. Five in favor, none opposed.
Motion is approved.
Upon a motion by Eric Stalheim, seconded by John Tiffany, and carried unanimously
by vote, the Historic Preservation Commission approves the removal and
replacement of the asphalt shingles on the roof, the replacement of the existing wood
fascia with aluminum and replacement of 5" gutters and downspouts in aluminum.
Vote: 5-0. Five in favor, none opposed.
Motion is approved.
Upon a motion by Eric Stalheim, seconded by John Tiffany, and carried by vote, the
Historic Preservation Commission remands the material of the soffits to staff, with a
request that the material be something other than aluminum.
Vote: 5-0. Five in favor, none opposed.
Motion is approved.

v. 2021-0601 512 Lindsey Street Chapin Park, Ordinance #9574-05

The staff report was presented by Adam Toering.
Staff Recommendation: Staff divides the project into three components: A) front
porch re -roofing with metal exposed fastener system, B) Window replacement, C)
Door installation.
A) Roof — Staff recommends asking the property owner to amend the application to
a standing -seam metal roof, details to be confirmed by staff and approved.
B) Window Replacement — Staff makes no recommendation. Staff would prefer to
see the large picture window restored, as it appeared in serviceable condition.
C) Door installation — Staff recommends approval.

After due consideration, the following action was taken:
Upon a motion by Eric Stalheim, seconded by Patrick Deegan, and carried by vote,
the Historic Preservation Commission approves the splitting of the petition into three
parts: roof, windows, and door installation.
Vote: 5-0. Five in favor, none opposed.
Motion is approved.
Upon a motion by David Wyncott, seconded by Patrick Deegan, and carried by vote,
the Historic Preservation Commission DENIES the replacement of the roof with metal
material on the porch roof.
Commissioner Tiffany (AYE): I deny because the standards and guidelines and
also the cost.
Commissioner Wyncott (AYE): I am denying it because of the standards and
guidelines.
Commissioner Stalheim (AYE): I deny for the reasons previously stated.
Commissioner Deegan (AYE): I deny also for the same reasons.

Commissioner Downs-Krostenko (AYE): I am denying because it is incongruous
to reroof one part of the building with one set of materials and another with another
and also metal roofs are incongruous in this neighborhood.
Vote: 5-0. Five in favor, none opposed.
Motion is approved.
Upon a motion by David Wyncott, seconded by Patrick Deegan, and carried by vote,
the Historic Preservation Commission APPROVE window replacement as written in
the application.
Vote: 3-2. Three in favor, two opposed.
Motion is approved.
Upon a motion by Eric Stalheim, seconded by Patrick Deegan, and carried by vote,
the Historic Preservation Commission remand the installation of the door to staff for
final decision and grant the expansion of the opening for better door options.
Vote: 5-0. Five in favor, none opposed.

Staff Recommendation: Staff recommends approval with conditions: that the project
be remanded to staff, pending additional information / schematics showing that the
addition will not adversely impact the existing garage, that it will be clad in the same
siding as the house and garage, and that the foundation and roof line will comply with
building code requirements.

Commissioner Tiffany (AYE): I deny because it is not complete, it is missing
information
Commissioner Wyncott (AYE): I deny because it lacks complete information
including further drawings of elevations and concerns about the materials proposed
to be used.
Commissioner Stalheim (AYE): I deny because I feel this application is incomplete
and without the property owner present or a representative it is challenging to ask
questions.
Commissioner Deegan (ABSTAIN):
Commissioner Downs-Krostenko (AYE): I deny because I have concerns about
the application being incomplete including elevation drawings and it is not clear that
architecturally the slope and elevation of the shed are workable, I am concerned
about what the foundation is supposed to be like, I am concerned the applicant has

already started construction and most importantly I am concerned that the words
being used to describe this project are inaccurate.
Vote: 4-0-1. Four in favor, One opposed, one abstention.

unanimously by vote, the Minutes from the May 17, 2021 Historic Preservation
Commission meeting were approved.

Resolution passes with a 5-0 vote.

Commission Chair Downs-Krostenko poses the question if the agenda can be organized by
priority rather than sequentially.
