Upon a motion by Patrick Deegan, seconded by Eric Stalheim, and carried by

Spirited discussion ensued; Commissioner Downs-Krostenko reiterated to Applicant
Charles Sapien the commission does not want to motion to have the replaced
windows removed, not because they like them because they don't like them, but
because that seems like a horrible thing to make you do. (Audio Position 46:18)
After due consideration, the following action was taken:
Upon a motion by Joan Down s-Krosten ko, seconded by Patrick Deegan and carried
by a unanimous vote, the Historic Preservation Commission APPROVES the existing
9 windows with the removal of the divided lights, DENY the replacement of the
remaining windows and to make note that future generations do not allow an in-kind
approval of the vinyl windows for COA#2021-0419.
Six in favor, none opposed.
Vote: 6-0. Motion as stated on COA#2021-0419 is passed.
Commissioner Hertel (AYE): I vote to deny because vinyl windows are not
appropriate
according to the standards and guidelines and this allows the applicant to have the
opportunity to explore their options with the historical integrity of the property.
Commissioner Wyncott (AYE): I vote to deny because we need more information on
the current state of the windows, and I do not wish to see further wood windows in
the dumpster.
Commissioner Stalheim (AYE): I vote to deny for the reasons already expressed.
Commissioner Andrews (AYE): I vote to deny because of the reasons my fellow
commissioners have already stated.
Commissioner Deegan (AYE): I vote to deny for the reasons already stated.
Commissioner Downs-Krostenko (AYE): I vote to deny for the reasons already
stated.

Commissioner Stalheim (AYE): I vote to deny, because of the standards and
guidelines position.
Commissioner Downs-Krostenko (AYE): I vote to deny, because the standards and
guidelines states that vinyl is not approved.
Commissioner Deegan (AYE): I vote to deny because I think the applicant can come
back with a more persuasive budget request, with the current request it does not
meet the standards and guidelines.
Commissioner Wyncott (NAY):
Commissioner Hertel (AYE): I vote to deny, because the vinyl as stated in the
standards and guidelines is not appropriate.
Commissioner Andrews (AYE): I vote to deny because it violates the standards and
guidelines.

Commissioner Deegan asked the staff about the budget concession process

Upon a motion by Patrick Deegan, seconded by Eric Stalheim and carried
unanimously by vote, the Minutes from the March 15, 2021 Historic Preservation
Commission meeting were approved.
Vote: 6-0. Six in favor, none opposed.
March 15, 2021 Minutes are approved.
ii. April 19, 2021
Upon a motion by Patrick Deegan, seconded by Eric Stalheim and carried
unanimously by vote, the Minutes from the April 19, 2021 Historic Preservation
Commission meeting were approved.
Vote: 6-0. Six in favor, none opposed.
April 19, 2021 Minutes are approved.

a. River Bend Local Historic District Lighting Resolution
NEW BUSINESS (Audio Position 1:58:23)
Commissioner Downs-Krostenko suggested that one of the committees take over the procedures
for enforcement and mitigating retroactive COA problems. Commissioner Hertel asked the staff if
there was any movement forward with fines and suggested staff reach out to Mr. Turnock to offer
suggestions for his project, no action taken.
ANNOUNCEMENTS AND MISCELLANEOUS MATTERS (Audio Position 2:07:35)
Adam Toering announced that as of the previous Friday he had accepted the role of Historic
Preservation Administrator.
Administrator Toering told commissioners to look at the email that was sent previously in the
week that includes information on upcoming events and projects.

meeting was adjourned at 7:43 p.m.
