'7, M->7 AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 6, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, ADDRESSING TAX ABATEMENT PROCEDURES STATEMENT OF PURPOSE AND INTENT The South Bend Common Council has developed a thorough yet reasonable procedure for reviewing real and personal property tax abatement petitions consistent wth State law. The Council believes that with the growing number of families where both parents or single parents are working outside of the household, that there is an increased need for quality day care or child care services. This ordinance incorporates a review procedure into day care or child care facilities, services and benefits offered by employees who seek real or personal property tax abatement from the City. NOW, THEREFORE, BE IT ORDAINED BY THE COMMA COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: Section I . Chapter 2, Article 6, Section 2-76 (D) entitled "Petition Informatio'is hereby amended by the inclusion of new sub-section (20) which shall read in its entirety as follows: Sec. 2-76 Personal and Real Property Tax Abatement Procedures. (D) Petition Information. (20) A description of any on-site child care or day care facilities, services or benefits currently offered or proposed to be offered by the petitioner for children of employees. Section II . Chapter 2, Article 6, Section 2-78 (b) entitled "Annual Reports Required" is hereby amended by the inclusion of new sub-section (6) which shall read in its entirety as follows: Sec. 2-78 Annual Reports Required (b) (6) A description of on-site child care or day care facilities, services, or benefits offered by the petitioner for children of employees since the completion of the project for which tax abatement was given. Section III . This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. The ordinance would also require the petitioner to update the Council on this same topic of on-site day care or child care facilities, services, or benefits in their annual reports. I believe that this would be a positive addition to the overall tax abatement procedures utilized by our City. It would address a real concern which impacts both employers and employees.
