AN ORDINANCE OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AMENDING SECTION
17-56 (a) OF CHAPTER 17 , ARTICLE 7 , COMMONLY
KNOWN AS SEWER SERVICE FUND AND CHARGES
STATEMENT OF PURPOSE AND INTENT:
On September 15 , 1980, the South Bend Common Council passed
Ordinance No. 6830-80 which revised an earlier law which establish-
ed a sewer service fund.
On October 12 , 1981 , the South Bend Common Council passed
Ordinance No. 6970-81 reducing the sewer service charge to twenty-
five cents (250 per month.
Because of an increase in use of the fund by citizens with
sewer problems it is necessary to increase the monthly service
charge from twenty-five cents (25 ) per month to fifty cents (50 )
per month to provide adequate funding for the sewer repairs .
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, as follows : .
Section I . Chapter 17 , Article 7 , Section 17-56 (a) of the
Municipal Code of the City of South Bend, Indiana, is hereby
amended to read as follows :
(a) The sum of treaty-five-eents-(25(P}
fifty cents (50 ) per month shall be
added to sewer service charges for all
sewer users which are not industrial or bulk
water customers. All of said sums of money
so collected shall be deposited in a separate
fund of the Bureau of Sewers .
Section II : This ordinance shall be in full force and
effect from and after its passage by the Common Council, approval
by the Mayor and legal publication.

Dear Mr. Serge:
At the Mayor/Council informal caucus on November 16th, 1987
the need became apparent for an increase in revenues in the sewer
repair fund. The attached ordinance changes the rate from twenty-
five cents (25(0 per month to fifty cents (50(t ) per month to cover
the revenue shortfall in the sewer repair fund. The need has
developed because of the huge success of this program. More and
more city sewage customers have been using the system. As you are
aware, it was the intent of this fund to provide relief from the
large bills associated with sewer repairs . The customer pays only
the first five hundred dollars ($500 . 00) of the bill in most cases .
For more detailed information on the types of repairs and
costs associated with individual repairs , please refer to the Sewer
Repair Fund Report submitted earlier this year.
