AN ORDINANCE APPROPRIATING $302, 000. 00 FROM
THE FEDERAL ASSISTANCE GRANT FUND COMMONLY
REFERRED TO AS THE GENERAL REVENUE SHARING
TRUST FUND TO THE STREET DEPARTMENT'S M.V.H.
FUND TO DEFRAY STREET DEPARTMENT RELATED
EXPENSES
STATEMENT OF PURPOSE AND INTENT:
Funds are needed to defray salaries expenses in the Street
Department due to the decrease in M.V.H. Fund Revenues from the
Gasoline Taxes. Monies are available within the General Revenue
Sharing Fund.
NOW THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS:
Section I: That the sum of $302,000. 00 is hereby appropriated
for the year 1987 from the Federal Assistance Grant Commonly referred
to as the General Revenue Sharing Trust Fund. This appropriation is
to be administered by the Department of Streets and will be
distributed as set forth below:

Section II: This ordinance shall be in full force and
effect from and after its passage by the Common Council and

Dear Mr. Serge:
The enclosed ordinance appropriating $302,000 from the General
Revenue Sharing Trust Fund is being filed for first reading at the
September 14, 1987 Council meeting.
The proposed funding will be used to offset declining gasoline
tax revenues in 1987 in funding the City of South Bend Street
Department operating budget.
As talked about with the Council during 1988 budget meetings, the
Street Department has experienced a loss in revenue each year for the
last two years. Additionally, the 1988 revenue projection by the
State of Indiana for MVH funds is also lower. It is necessary to
appropriate the $302,000 from General Revenue Sharing to bring them
to a break even point by the end of 1987.
Additionally, the General Revenue Sharing guidelines state that
all entitlement monies must be obligated or spent prior to October 1,
1987. With this appropriation, all funds will have been appropriated
or spent assuming second reading and public hearing takes place on
the 28th of September.
