AN ORDINANCE APPROPRIATING $ 14,225.00 RECEIVED
FROM THE INDIANA STATE DEPARTMENT OF HUMAN
SERVICES, EMERGENCY SHELTER GRANT
STATEMENT OF PURPOSE AND INTENT:
In order to deliver services to homeless individuals
within one community, the City of South Bend received funds from
the Indiana Department of Human Services for the delivery of such
services through programs administered by the United Religious
Community and Youth Services Bureau. The funds appropriated in
the ordinance will aid in defraying the cost of providing
assistance for those needing shelter who are aided by either of
the two agencies.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana:
SECTION I. The sum of $ 14,225.00 is hereby
appropriated and allocated among accounts as set forth below.

Dear Members of the Common Council:
Please find attached a bill which will, upon your approval, appropriate
funds received by the City of South Bend from the Indiana Department of
Human Services, Emergency Shelter Grant to The Youth Services Bureau and
the United Religious Community. The United Religious Community provides
shelter for homeless adults and the Youth Services Bureau shelters
runaways and youth at risk. Each agency possess a proven track record and
tremendous respect for the services they provide our community.
A total of $14,225.00 in Emergency Shelter Grant Funds were received.
United Religious Community will receive a grant of $7,925.00 to pay for
rent, utilities, supplies and some social services related to the
operation of their homeless shelter. Youth Services Bureau will receive
$6,300. 00 to pay for operating expenses, equipment and physical
examinations for youth staying at Safe Station.
Initially only $8,148. 00 of the Emergency Shelter Grant Funds were made
available for use in St. Joseph County. The City of South Bend felt that
both projects were extremely worthy of financial support. A request was
made to the Department of Human Services to fund both projects should
additional monies become available. The City is pleased that two agencies
within our community that serve such pressing needs can be awarded the
total grant amounts they requested.
