V qU STATEMENT OF PURPOSE AND INTENT : It is necessary to pass this Ordinance in order to appropriate monies to defray the expenses of several departments of the Civil City of South Bend , Indiana for 1988 . NOW THEREFORE , BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND , INDIANA, AS FOLLOWS : SECTION I . For the expenses of the Civil City Government , its various departments , funds , commissions , and institutions for the fiscal year ending December 31 , 1988 , the following sums of money , as set forth in the attached budget which is made a part hereof , are hereby appropriated and ordered set apart out of the funds hereinafter named , and for the purposes hereinafter specified , subject to the laws governing the same . The sums herein appropriated shall be deemed to include all expenditures authorized to be made in said year , unless otherwise expressly stipulated or provided by the law . SECTION II . For the fiscal year ending December 31 , 1988 , there is hereby appropriated out of the General Fund and from Funds other than the General Fund , of said City to wit : Park Maintenance Fund , Motor Vehicle Highway Fund , Fire Pension Fund , Police Pension Fund , Liability Insurance and Premium Reserve Fund , Cumulative Capital Development Fund , Park District Bond Fund , Urban Redevelopment Bond Fund , Junk Vehicle Fund , Unsafe Building Fund , Economic Development Revenue Bond Fund , Discovery Hall Fund , Morris Civic Auditorium Fund , T . I . F . Allocation - C . B . D . - Debt Service Fund and Cumulative Capital Improvement Fund . SECTION III .
