for the above referenced project, due to the bids not meeting MWBE requirements.

Southeast Neighborhood Center (United Way)
DATE: June 1, 2021
On May 11, 2021, the Board of Public Works opened and read bids for the above project.
The bids are summarized as follows:

The Robert Henry Corporation $1,246,730.00 $18,517.00 $1,265,247.00
Ziolkowski Construction, Inc. $1,290,000.00 $15,000.00 $1,305,000.00
Upon review of the bid packages, both bids must be rejected as non-responsive. An explanation
for each bid follows:
•The Robert Henry Corporation was not able to meet the MBE goal of 2.6%, nor did
they meet the WBE goal of 5.1%
o Robert Henry provided documentation of Good Faith Effort put forth in finding
MWBE subcontractors and soliciting quotes, but did not provide an explanation
as to why no MWBE subcontractors were hired to help meet the goals
•Ziolkowski Construction was not able to meet either the MBE or WBE goal, and
provided no documentation of Good Faith Efforts
o Not meeting the MBE goal, nor providing any evidence of Good Faith Efforts to
do so, is grounds for bid rejection
Copies of the MWBE paperwork from each bidder is enclosed.
I recommend both bids be rejected, and the project be re-advertised as soon as possible.
