RESOLUTION NO. 20-2021
A RESOLUTION OF THE BOARD OF PUBLIC WORKS FOR THE
CITY OF SOUTH BEND, INDIANA, ADOPTING A
POLICY FOR RIDE SHARE ZONE DESIGNATION AND POSTING
WHEREAS, the Board of Public Works ("BPW") is a contracting body of the City
of South Bend (the "City") and exists and operates under the provisions of I.C. 36-4-9-5, as
amended from time to time (the "Act"); and
WHEREAS, pursuant to I.C. 36-4-4-2(a); 36-4-5-3(7); 36-1-3-2; and 36-1-3-3, the
BPW has the power and duty to assist the Executive in the efficient and effective operation of
government of the City; and
WHEREAS, pursuant to the City of South Bend Municipal Code, Section 20-3
(“Code”), the BPW has the authority to designate certain streets, alleys, and municipal parking
facilities or parts thereof, where parking is restricted to temporary stopping and standing for
loading and unloading purposes only; and
WHEREAS, the BPW has received requests from ride share providers for the
installation of ride share zone signs at high volume pick up and drop off locations within the
City; and
WHEREAS, the BPW has determined it to be in the best interest and safety of the
City’s citizens and drivers to avoid sight-line issues and provide consistency in signs located
in the public right-of-way; and
WHEREAS, signs located within the City’s rights-of-way are to adhere to sound
traffic engineering principles, in compliance with the Indiana Manual on Uniform Traffic
Control Devices, and be limited in their locations; and
WHEREAS, ride share zone signs are intended to improve the safety and mobility
of high congestion areas due to ride share pick up and drop off; and
WHEREAS, BPW shall empower the City’s team of engineers, street, and public
safety professionals to establish the process for designing, locating, and installing ride share
zone signs. Exhibit A presents the procedures for ride share zone designation and posting.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
PUBLIC WORKS THAT:
The Board of Public Works for the City of South Bend, under the power vested by the
City of South Bend Municipal Code Section 20-3, shall designate and mark ride share zones,
direct the City’s team of engineers, street, and public safety officials to determine the designation
process, the sign designs, and installation locations.

PROCEDURES FOR DESIGNATION AND POSTING OF RIDE SHARE ZONES
In order to objectively and completely consider requests for ride share zones, the Board of Public
Works of the City of South Bend sets forth the following procedures:
1. A request, in writing, is to be submitted to the Engineering Division of the Department of
Public Works, by the ride share provider or the entities on the block where the ride share
zone is being requested. The request shall include:
•Name of entity(s) requesting ride share zone(s)
•Name of contact person
•Contact information (address, phone, e-mail)
•Requested location(s) for ride share zone(s) (final determination to be made by the
Engineering Division)
•Requested time(s) for ride share zones(s) to be in effect (final determination to be
made by the Engineering Division)
•Any other details deemed pertinent to the ride share zone(s) request
2.The Engineering Division shall evaluate the designation and determine the ride share zone
extent(s) and location(s). The Engineering Division will also evaluate the time constraints
the ride share zone will be in effect based on high volume pick-up/drop-off times.
3.The locations of ride share zone(s) shall be based on location of existing on-street parking,
road geometry and sight distance, and proximity to the high volume pick up and drop off
locations. Ride share zone(s) shall be located on the same side of the street as the location
driving the high volume of ride share requests.
4.The Engineering Division may implement a pilot ride share zone(s) for up to 90 days in
order to monitor for potential future permanent installation. This pilot shall consist of the
following steps:
a)Notify ride share providers of location(s) of pilot ride share zones for app
programing
b)Notify entity(s) on the block where the ride share zone is being piloted
c)Notify any affected public agencies (such as Fire Department, Police Department,
Public Transit, School Transportation Department, etc.)
d)Install temporary ride share zone signs.
e)Monitor temporary ride share zone(s):
Observe performance and ride share provider data for a period of at least 3 months
(90 days). At the end of the 90 day period, prepare a technical memo for Board of
Public Works review with a detailed engineering analysis and recommendation for
revision, removal, or permanent implementation.
5.The ride share zone signs, both temporary and permanent, shall be in compliance with the
current edition of the Indiana Manual on Uniform Traffic Control Devices.
6. Upon a request by the Engineering Division, the Bureau of Traffic & Lighting, Streets
Division shall plan to make and install temporary or permanent ride share zone signs.

7. Maintenance of ride share zone signs:
•The Engineering Division working with the Bureau of Traffic & Lighting, will
evaluate the condition of existing ride share zone signs to determine eligibility for
replacement.
•The Bureau of Traffic & Lighting shall fabricate and perform all required
installation, maintenance, removal and replacement of ride share zone signs that are
located within the right-of-way.
8. Removal.
•Upon a request by the Engineering Division, the Bureau of Traffic & Lighting shall
remove a ride share zone sign if the location no longer meets the requirements for
ride share zone designation.
