Upon a motion by Joan Downs-Krostenko, seconded by Mary Brazinsky, and carried
by unanimous vote, the Historic Preservation Commission DENIES Certificate of
Appropriateness Application #2021-0104 on account of the issue with the radical
change to the proportion and size of the original openings in the fagade, with the
subsequent COA fees waived. In motions for denial, Commissioners are required to
state their reasons for denial. Roll was called.
Sarah Andrews (AYE): The windows are a character defining feature of the house
and I don't feel that we have exhausted all of our options towards making an
informed decision.
Eric Stalheim (AYE): I think it is prudent to maintain the existing window size and
proportion considering the age of this house and encourage the homeowner
to look into manufacturers that do custom windows, including, but not limited
to Marvin, Pella, and Quaker.
Mary Brazinsky (AYE): I would like to keep the integrity of the facade. Also, I think
we should provide a consistency to all of our historic homes. I think if we go
ahead without denying it at this point, I think others could come in and
attempt to do the same thing, and change the appearance of the homes.
Patrick Deegan (AYE): [I believe we are] lacking a certain amount of information. I'd
like to see a little more due -diligence, especially on the rebuild option, or new
windows that are up to code, for them to maintain the current windows'
dimensions. In addition, we are out of continuance options. More
information, more time, I look forward to your return.
Joan Downs-Krostenko (AYE): Due to the importance of the feature on the facade of
the building, it is a character defining element and its focal point. I also feel
that there is more work to be done to potentially find a modern window
manufacturer who may work with the homeowner. Also, these windows were
made by fifteen year-old boys in 1901 or in 1890 with half the tools of a
modern craftsman. You can build a wooden window. It is not cheap, but
custom vinyl windows aren't cheap, either. I think investigating a custom
wood window is worth trying. I am also concerned about the Code issue, as I
feel that the Code — whether the Building Department would insist on
enforcing this particular code in this particular situation. This does not
appear to be a particularly dangerous window, and it would be great if the
homeowner could find a company — if they weren't restricted by their need to
use this special glass. I'm wondering if the Building Department can make
an exception, because this is not a dangerous application.
David Wyncott (AYE): I would like additional information regarding the ability to either
rebuild wood windows or to understand a little bit more about exactly what it
would take regarding the Code, to see if it actually does require. Still, I am
not convinced that that applies in all four instances of this particular case.

Michele Gelfman (AYE): I voted to deny based upon the integrity of the house itself,
looking to possibly take it from a situation that is Non Contributing to
Contributing, just by being within the parameters of trying to find the right
manufacturers for these particular windows, which are the defining character
of the house.
Vote: 7-0. Seven in favor, none opposed.
COA #2021-0104 is denied.
ii. 2021-0107 863 Forest Avenue Chapin Park, Ordinance #9574-05

The staff report was presented by Elicia Feasel.
Staff Recommendation: Staff recommends approval for the project, contingent upon
the solar panels being obscured from the street.

unanimous vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2021-0107.
Vote: 7-0. Seven in favor, none opposed.
COA #2021-0107 is approved.

unanimous vote, the Historic Preservation Commission APPROVES the adoption of
the December 21, 2020 meeting minutes.

President Gelfman asked the Historic Districts Committee to bring forth a
resolution in subsequent meetings.

After due consideration, the following action was taken:
Upon a motion from Sarah Andrews, seconded by Mary Brazinsky, and
carried by a unanimous vote, the Historic Preservation Commission tables
the Ridgedale/Twyckenham Hills Gates assessment until the February
meeting.
VI. OLD BUSINESS
a. 2021 HPC Officer elections

The 2021 slate of officers as determined in the December HPC meeting was read by Elicia
Feasel: Michele Gelfman was nominated for President, Sarah Andrews was nominated for
Vice President, Joan Downs-Krostenko was nominated for Secretary, and Mary Brazinsky
was nominated for Treasurer.
After due consideration, the following action was taken:
Upon a motion by Patrick Deegan, seconded by David Wyncott and unanimously carried, the
Historic Preservation Commission adopts the slate of officers for the 2021 calendar year.
VII. NEW BUSINESS
a. City/County Feedback
Michele Gelfman stated that she believed the Commission should meet with representatives
in local government upon the completion of the Standards update. Joan Downs-Krostenko

voiced her support for this opportunity. Elicia Feasel confirmed that the entities listed were
on the stakeholders list.
