Jefferson Blvd. South Bend, Indiana 46601 p574.235.9371 f574.235.9201 southbendin.gov CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION (Audio Position 0:10:30) Upon a motion by Joan Downs-Krostenko, seconded by Mary Brazinsky, and carried by unanimous vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2021-0127A. Vote: 8-0. Eight in favor, none opposed. COA #2021-0127A is approved. ii. 2021-0205 119 LaPorte Avenue Local Landmark, Ordinance #8108-1990 (Audio Position 0:12:20) The staff report was presented by Elicia Feasel. Staff Recommendation: The windows are in relatively good condition are repairable but are overdue for routine maintenance (painting, re -roping, glazing). While Staff recommends the applicant restore the original windows and install new custom storm windows that replicate the meeting rail pattern of Cottage -style windows, based on Group B Standards, Staff recommends approval of the application items. The applicant was represented by: Alexis Torrance, 119 LaPorte Avenue Eugenia Torrance, 119 LaPorte Avenue The public was represented by: Martin Mechtenberg, President, Near West Side Neighborhood Organization, submitted a letter in support of the application. After due consideration, the following action was taken (Audio Position 0:33:18) Upon a motion by Sarah Andrews, seconded by Mary Brazinsky, and carried by a six to two vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2021-0205. Vote: 6-2. Six in favor, two opposed. COA #2021-0205 is approved. IV. PRIVILEGE OF THE FLOOR V. REGULAR BUSINESS a. APPROVAL OF MINUTES i. January18, 2021 Page 12 CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION After due consideration, the following action was taken - January 18, 2021 meeting minutes are tabled. b. STAFF REPORTS i. Administrative Approvals c. COMMITTEE REPORTS i. Disposition of Historic Preservation Assets After due consideration, no action was taken. ii. Standards Update After due consideration, no action was taken. iii. Historic Districts 1. Riverside Drive Lighting Sarah Andrews presented an update and proposed resolution from the Historic Districts Committee regarding the potential Street light replacement options for replacement of the historic street lights. iv. Local Landmarks 1. Ridgedale/Twyckenham Hills Gates Elicia Feasel presented information that Sarah Andrews had accumulated regarding the entrance gates. Sarah Andrews indicated that her and her family have cared for and maintained the gates, and that they have been damaged by automobiles. VI. OLD BUSINESS a. Sarah Andrews asked for an update on the Olivet National Register Nomination. Elicia Feasel explained that the mayor's office has submitted the signed document to the state supporting the nomination. b. Joan Downs-Krostenko asked about the West Navarre window project. No change was reported. c. Adam Toering conveyed that Olivet African Methodist Episcopal Church received additional funding from Indiana Landmarks to save and presence the church. VII. NEW BUSINESS VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS a. Indiana Landmarks will be hosting a "9 Nuggets of Historic Preservation Commissions" on March 4th on Zoom. b. Eric Stalheim called attention to the scenic overlook at Leeper Park was not built according to the plans submitted to and approved by the Commission. It is a different shape. IX. ADJOURNMENT Page 13 CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION (Audio Position 1:05:57) Upon a motion by Sarah Andrews, seconded by Mary Brazinsky and carried by a unanimous vote, the Historic Preservation Commission ADJOURNS at 7:06 PM.
