CITY CLERK HIRES FIRST DIRECTOR OF COMMUNITY REVIEW BOARD
South Bend City Clerk Dawn M. Jones has hired the first Director of Community Review Board, Joshua
Reynolds. Mr. Reynolds is a certified investigator from Indianapolis, IN with a demonstrated twenty-year
history of conducting discrimination, harassment, and misconduct investigations in the workplace, higher
education, government, nonprofit, and private sector. These investigations include criminal, civil,
proprietary investigations, communicating results verbally and in complete and accurate investigative
reports, along with testifying at legal proceeding and hearings.
On Monday, January 25, 2021, the Common Council passed Resolution No. 4882-21: A Resolution
Approving the Director of the Community Police Review Office Job Description. Reynolds will begin his
role on Monday, June 7, 2021.
"I am excited for this opportunity to help bring all the South Bend stakeholders together to provide input
that will help establish a fair and transparent process in addressing citizen complaints. It is my goal to
enhance communication and goodwill between the residents of South Bend and the South Bend Police
Department to improve safety and understanding for all,“ said Joshua Reynolds. “I want to thank City
Clerk Dawn Jones and the City Council for their vision for a safe and respectful future for the citizens
of South Bend. I look forward to working with stakeholders such as the faith and mental health
communities as well as the many other representatives to ensure the success of this office."
