The impact of the pandemic and the failures at the Rabbi Shulman High Rise laid bare the need for
affordable, safe, and desirable housing policy in South Bend. Recently, the South Bend Common Council
passed Resolution 21-21 to create a formal partnership between the South Bend Housing Authority and the
City of South Bend. The partnership intends to maximize available resources to create and implement a
housing plan for low-income residents that is safe, desirable, and affordable with superior services.
“Housing is a human right. Housing justice must be a priority. Helping residents throughout the City secure
fair and affordable housing must be a top priority. It is my hope that this will be the beginning of a process
to prioritize housing justice and ensure that our most vulnerable residents have access to affordable
housing,” said 2nd District Councilman Henry Davis, Jr.
The resolution creates the infrastructure to bring housing justice to South Bend’s most vulnerable
residents.
