Regulations pertaining to the Historic Preservation Commission are found in Chapter 21 (Zoning), South Bend Municipal Code and Chapter 26 of the St. Joseph County Code. The issuance of this certificate does NOT in any manner, release the recipient from the responsibility of complying with the requirements of the zoning ordinances, building codes, safety codes, ADA or other requirements of the City of South Bend, the County of St. Joseph, the State of Indiana, or the United States Federal Government. So for the application you had asked if there was anymore supplemental information: We replaced the asphalt shingles with new asphalt shingles (Owens Corning, Duration, in the color Teak). I am not sure if there was any wood that would have needed replaced but the underlayment was done using Rhinoroof Synthetic felt. Please let me know if there is anything else needed. Building Department’s computer system.  The following e‐mail will hopefully answer any questions you may have  regarding your proposed project (this is the shortened version that omits all the common council information and  ordinance numbers):     Any project changing the exterior of the structure would require you to fill out and submit a Certificate of  Appropriateness application (linked here, as well as attached to this e‐mail).  Received applications are divided into  two categories:   1. “minor” projects ‐ those that conform to the applicable Standards & Guidelines.   These are projects that myself  and my colleague Elicia Feasel are able to process as “administrative approvals”.  Examples include installing  fences, roof replacement, replacing damaged, lost, or deteriorated siding with the same material (wood for  wood, for example), and replacing windows with the same material.  Approval for a ‘minor’ project like this  occurs in less than two business days of receipt of an application (and more often than not, within minutes of  receipt).  2. “major” projects, often they are those that do not conform to the applicable Standards & Guidelines.  These are  projects that the Historic Preservation Commission reviews at their monthly meeting.  Examples include  demolition, new construction (new infill), major alterations or additions to existing structures, or replacing  existing materials with a new, different material.     From my brief conversation with you and Curtis over the phone, I envision this project will be administratively  approved once received.    Certificate of Appropriateness Application Information:  Although HPC Staff are available for in‐person consultations and phone calls, we prefer to conduct as much business  electronically as possible.  The application above is an enterable PDF that can be sent back to me via e‐mail with  whatever supporting documentation you may have.   You may need to ‘print to pdf’ the document to ensure that the  text you have entered has been saved in the form.  Page three of the application is a checklist that may assist you in  ensuring your submission is considered complete – I always encourage people to error on the side of too much  information.  If you have questions regarding the application process, or information that you think you may need to  include, please don’t hesitate to reach out to me.     Please ensure your name and best contact number are included in the application – one of our colleagues will call you  at that number to make the $20 application payment over the phone.  Once we’ve received the application and the  application fee, staff will review your project and process/prepare it for the Commission as needed. Were you project  to need to be heard by the Historic Preservation Commission’s regularly scheduled monthly meeting, the deadline for  4 inclusion on a meeting’s agenda is the first Monday of the month.  Meetings are currently being
