STATEMENT OF PURPOSE AND INTENT The City of South Bend provides sewer and water utility services to some unincorporated areas of St. Joseph County. As the City of South Bend wishes to provide sewer and water services in a fiscally responsible manner; promote compact and efficient development; through infill projects, encourage revitalization and reinvestment in areas already serviced by municipal sewer and water; and guide property owners, developers, and the public on which land is most appropriate for future development and utility extensions, the City has created this Policy for extending and connecting to its municipal sewer and water infrastructure for areas outside City limits. The sewer and/or water service(s) must be extended at no cost to the City and at a size and depth to meet future needs as established by the City Engineer.
