ORDINANCE NO. �g� _ ---- AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEAR OF 1989. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana Code Section 36-4-7-3, the Mayor fixes the compensation of each appointive officer, deputy, and other employees of the City. All such wages and salaries are subject to approval by the Common Council. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. SICK LEAVE - Sick leave will be accrued at the rate of eight (8) days per year, to be calculated at 2/3 days for each month of completed employment. Employees hired prior to December 31, 1986 may maintain the sick time accumulated. Effective January 1, 1987 their maximum allowable accrual will be sixty-five (65) sick days. Employees hired after January 1, 1987 will accrue sick leave at the rate of eight (8) days per year or 2/3 days per month with a maximum allowable accrual of forty-five (45) days. SECTION III. ACCIDENT AND SICKNESS INDEMNITY- An employee will be paid one hundred ($100) per week for seventeen ( 17) weeks after sixty-five (65) days of illness, or beginning on the 8th day after his or her sick time is exhausted. Long term disability coverage will take effect after six (6) months and will be paid at the rate of 60% of an employee's salary up to $1, 000 per month. A. HEALTH INSURANCE/NON BARGAINING. The employer shall pay $24. 00 per month to any employee who elects to leave the employer's insurance program to obtain insurance coverage through another program. The employee may return to the City's program provided that the conditions of the City's insurance plan are met. SECTION IV. VACATIONS - Shall be earned as defined below: (a ) All city officers and employees whose anniversary date falls on or before December 31, 1986, were subject to the following vacation schedule for 1987: YEARS OF CONTINUOUS SERVICE DAYS OF VACATION 1 but less than 5 10 5 but less than 8 12 8 but less than 16 15 16 but less than 20 20 20 but less than 25 26 25 or more 28 For 1989, said officers and employees are entitled to the same total number of working days of paid vacation to which they were entitled for 1987. (a) All city officers and employees hired on or after January 1, 1987 shall be subject to the following vacation shedule: YEARS OF CONTINUOUS SERVICE DAYS OF VACATION 0 - 1 years 0 working days 1 - 2 years 5 working days 3 - 4 years 10 working days 5 -10 years 12 working days 11 -15 years 15 working days 16 -19 years 17 working days 20 -24 years 20 working days 25+ years 22 working days SECTION V. HOLIDAYS - Employees shall receive seven and one half designated holidays as approved by the Board of Public Works and two (2) additional non-designted holidays. An employee may choose to substitute these additional holidays for one of the following non- designated holidays: Washington 's Birthday Lincoln 's Birthday Martin Luther King's Birthday Columbus Day SECTION VI. BONUS - After July 1, 1989, non-union/non sworn employees shall receive a $400 bonus for 1989. Members of the Teamsters Union Local #364 shall receive a four hundred dollar ($400) bonus in January 1989. SECTION VII. In the event that a Local Option Income Tax becomes effective and tax income from that Local Option Income Tax is received by the City of South Bend in it' s General Fund in 1988 or 1989, the annual maximum salaries and wage rates for the job classifications listed in Section I shall be increased by 2'/. from . . the amount listed for that year.
