The back of 605 Rex Street has what used to be an open porch and was
enclosed to make a mud and laundry room.
This space is being incorporated into an enlarged and remodeled kitchen space which is adjacent.
This remodel will involve the addition of a new awning style all wood clad window next to the existing

REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot render judgment nor process an
Application without specific documentation. Comprehensive documentation protects both the owner of the property
submitting the Application as well as providing a complete understanding of the project for the commissioners and
staff when rendering a decision. Problems often occur during a project review or during the execution of the project
when one or both parties are unclear as to the specifics. Applications will NOT be processed without all required fees
and documentation.
When an Application has been scheduled for any meeting where a review and decision are to be rendered, the owner
and any architect or contractor (s) retained for the project must attend such meetings. Failure by the owner, architect,
or contractor to attend such meetings may result in denial of the Application due to insufficient UHpresentation.
Documentation shall include: detailed written description of the project including materials to be used, scale, dimen-
sions, construction methods, finisheV, manufacturers’ brochures and specifications and photographs of the area(s)
which the project will affect.
Photographs may be submitted in digital format, or in photographic print. When a project involves blueprints and/or
site plans, one (1) set shall be submitted with the Application. Any documentation submitted to this office cannot be
returned to the applicant.
INSPECTION AUTHORITY
All projects will be inspected during and following execution, for compliance with the decision (s) rendered by the
Historic Preservation Commission of South Bend and St. Joseph County.
Owner acknowledges that while the Historic Preservation Commission only considers Certificates of Appropriateness
for exterior features, under certain circumstances it may be necessary for the Commission Staff to have access to the
interior of the building in order to accurately assess the condition of the exterior feature and that the lack of access to
the interior may prevent the Commission Staff from making a favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the Certificate of Ap-
propriateness certificate, shall be immediately halted by the Historic Preservation Commission and the Building De-
partment of South Bend and St. Joseph County.
INTERGOVERNMENTAL DISCLOSURE
Certificates Of Appropriateness will be filed with the Building Department of South Bend and St. Joseph County when
the applicant also is required to obtain a building permit or other such permit issued by that department . (The appli-
cant may pick up their Certificate at that location). When no building or other permits are required from the Build-
ing Department, the Certificate will be mailed directly to the applicant.

DESCRIPTION OF STRUCTURE/SITE: The house located at 605 Rex is a gable-front one and a half-story
structure with original shingles in the gable and clapboard siding and corner boards. There is a full width screen
enclosed porch with wood supports set on brick piers and rail with stone caps. There is wood and chain link fence
along the side yard on the west and a stockade fence along the east side.
ALTERATIONS: Original second floor street-facing window (described in the survey card as “very long paired
windows in gable”) was replaced sometime after it was photographed in 1987. COA 2008-0903 allowed for the
installation of the wooden and chainlink fence around the rear of the property. COA 2011-0607 allowed for roof,
soffit, and gutter repair following ice melt damage. COA 2018-0530A allowed for the replacement of the second
story front façade window, as well as the installation of new railings at each of the entrances. RME 2018-0530B
allowed for the construction of custom wooden storm windows.

reconstruction of the entrance wall to the screen porch to include proper siding but retain the general
plan which is currently there with windows above a low wall,
replacement of the stylistically inappropriate second floor front window (see photo) new window will be
good clad double hung window to match existing windows from Marvin Windows (see specs),
construction of a small garden shed along the fence in the back garden which is closest to the northeast
corner of the house (see drawings),

Maintaining the existing character of the district, and whenever possible returning it to its original condition. Any rehabilitation would not
require the removal of all non-original materials but would encourage the removal of all such materials which are incompatible with the
defined elements of preservation for the district. The design of new construction or alteration would not require the duplication of the
original design and construction, but should be compatible with existing structures and the district’s defined elements of
preservation. The use of original materials or construction techniques would be encouraged, but contemporary methods and
materials would be acceptable when compatible.
II. EXISTING STRUCTURES
C. WINDOWS AND DOORS
Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double-hung windows with
wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been appl ied, the window
and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm
windows.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and
hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original.
Recommended
Wood storm windows and doors painted or finished to match the original should be used but should not damage exis ting frames. If
new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings are used, they sho uld be of canvas material.
D. ENTRANCES, PORCHES AND STEPS
Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are
covered by the main roof of the house.
Required
When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns,
brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in kee ping with
the historic period of the structure.
Porches and additions reflecting later architectural styles and which are important to the building’s historical integrity shall be retained.
Recommended
When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or
historical character of the building.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style from the original.

TERMS AND CONDITIONS
1. PAYMENT TERMS
a. All invoices are due and payable on receipt or in accordance with the Payment Terms stated on the Contract.
b. Seller expressly reserves all contractor’s mechanic’s and materialmen’s liens which may be asserted under any provision
of law to secure payment of the Contract price and may, at Seller’s option, assert and fix the same as liens upon the real property on which
the installation is made. Buyer(s) shall be liable for any and all expenses incurred, including, but not limited to, collection fees, legal fees,
and court costs.
c. A service charge of 1 1/2% per month, which is an annual percentage rate of 18% PER ANNUM, will be applied to the
past due amount which is outstanding thirty (30) days or longer.
2. CHANGES - CANCELLATIONS
a. A minimum charge of 50% of net sale price will apply to all changes or cancellations made after the order has been
committed to production (after the LRD).
b. Additions will be charged at prices in effect at time of change.
3. ACCEPTANCE - EXTRAS
a. Contract facsimiles and facsimile signatures shall be sufficient unless originals are required by a third party.
b. The Terms and Conditions of this Contract shall apply to any extras or changes requested by the Buyer(s).
4. BUILDING CODES and INSTALLATION
a. Regulations governing the design and use of glazed windows, doors, and sloped glazing products vary widely. The
building owner, architect and installer are responsible for selecting products that conform to all applicable laws, safety and building codes.
b. The Seller assumes no obligation whatsoever for failure of building owner, architect or installer to comply with all
applicable laws, ordinances and safety and building codes.
c. The Seller is not be responsible for windows or doors not installed in compliance with applicable local and federal codes
and regulations.
5. DELIVERY
a. Delivery dates are approximations and may be revised by the Seller due to events beyond its control.
b. Every effort is made by the Seller to ship complete orders within scheduled time. However, backorders may occur and
will be noted at time of delivery. Backorders, should they occur, are not to affect Buyer(s) obligation to remit full contract amount within
stated invoice terms.
c. In no event shall Seller be liable for any damages or contingent expenses caused by delays in deliveries or by backorder.
d. Buyer(s) agrees to check all products upon arrival and immediately report shortage or damage to Seller. No claims will be
considered for approval unless Seller is notified within seven (7) days of delivery.
6. RETURNS
a. Return of materials must be approved by the Seller in writing; otherwise, returned materials will be refused.
b. SPECIAL, CUSTOM, AND/OR ASSEMBLED PRODUCTS ARE NOT RETURNABLE FOR CREDIT.
c. A minimum stocking charge of 50% of net sale price will apply to all returns.
7. CONSEQUENTIAL DAMAGE
a. Seller shall not be liable for any direct, indirect or consequential damage or loss caused by any defect or defects in

Sierra Pacific offers a variety of wood species produced in combinations of solid and veneer-wrapped wood parts that have varying grain patterns
Wood characteristics also vary due to the species of the wood. The combination of these items could result in color variations of the finished
stained products. Outswing Doors will have a complementary species of wood threshold.
RATINGS
Oversized units and certain mulled/stacked configurations have not been tested and therefore have no performance guide (PG) rating. Job-specific
engineering analysis may be available for these non-rated units. Please contact your DST group to determine available options for non-rated
product. A complete list of rated products is available at WWW.SIERRAPACIFICWINDOWS.COM
The Transcend H3 products do not have a PG rating.
If units are being installed in an area requiring specific PG ratings the unit must be installed in the exact manner tested as shown in our certified
installation details. These details can be found on the Florida Building Code website at www.floridabuilding.org or can be obtained by contacting
Sierra Pacific’s Architectural Services Department at 800-433-4873 ext. 1734.
Recent building code changes require the addition of limiting devices on any operating unit installed where the finished clear opening of the unit
is within 24” of the floor and is more than 72” above the finished grade or other surface below the window. Please check with your local building
department to determine if this code is a requirement in your jurisdiction and order units accordingly.

replacement of missing skirt board around the back of the house,
reframing of the back door and insertion of new historically appropriate door to match the
existing kitchen door (single pane glass half the door's height approximately with coffers
below),
construction of a small deck to make access to the back kitchen door possible (porch to be
low and have low historically appropriate railing and 2-3 steps to the garden, with lattice
below porch floor, see drawings),
construction of a window immediately to the east of the back door to add light to the
interior of the kitchen/mudroom, widow will measure approximately 1 x 2 feet and be
double hung wood clad by Marvin.
East side of the House:
addition of a simple metal decorative railing to the house at the front kitchen door (see

addition of a railing to the front porch on the house side of the door to the screen porch we
will add a simple railing (see drawings),
