As you know, we granted honorary local landmark status to the cabin in February. As a part of National Historic Preservation Week, the ceremony will also include a kick-off for Hoosier Celebration '88 and a kick-off for fundraising to do repairs on the cabin. Part of the ceremony will include a formal presentation of our resolution to the historical society. We are expecting the Mayor, the County Commissioners, representatives from the Common Council and Parks Department, and descendents from the Navarre family. We need a blanket motion to approve all decisions (i.e. acceptance of minutes, treasurer's report, changes to agenda, etc.). For purposes of clarity and minimizing legal technicalities, we request that separate confirming motions are presented for 1055 Riverside Drive (C of A), Leland/Riverside Streetlights (C of A) and 929 E. Milton (2nd Reading). Two other C of A's from the April meeting (16021 Cleveland Rd. and 14912 Brick Rd.) have additions to the initial C of A. Thanks 0 historic preservation commission of south bend and st. joseph county ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219) 284-9798 M E 11 0 R A N D U M TO: HPC Members FROM: Lynette Jentoft-Nilsen � DATE: May 13, 1988 SUBJECT: Correspondence Copies and Treasurer's Report Enclosed are copies of recent correspondence between the Indiana Department of Natural Resources and the Historic Preservation Commission. The March 28, 1988 letter from Alan Goebes relates to the use of an Indirect Cost Rate to provide a large portion of our matching funds for these grants. The Historic Preservation Commission has been able to use a percentage developed from the County's external auditors. The Federal Government is now demanding a rate established by our "cognizant federal agency" and we have been unsuccessful in our attempts to have Health and Human Services establish this figure for the county. I have met with the City Controller and the County Auditor regarding this problem and hope to receive use of other undesignated matching funds to meet the shortfall the loss of the Indirect Cost Rate will create. The second correspondence relates to the DNR's allocation of grant funds for 1988-89. I have not yet received a reply from DNR. In 1987-88, we received a Survey Records Management grant in the amount of $15,000 (30% matching required) and a Historic Preservation Activities Grant in the amount of $16,000 (50% matching required). Wayne South Bend, IN 46615 Proposal: The owner proposes to remove an existing tree in the front yard. The tree is a 40' pine with approximately a 12" trunk. The lower branches are dying, especially the portion facing the house. The owner proposes to replace it with an 8' Colorado Spruce. Standards: As much natural vegetation as possible should be preserved. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. Recommendation: Upon review by David Barncord, the tree is of questionable health and value and the replacement tree is appropriate. From staff's observation, the tree is overgrown and dwarfs the house. Therefore, its current condition does not lend itself to being aesthetically appropriate in this setting. In August of 1986, the HPC approved the removal of two pine trees at 107 W. NorthShore based on owner and neighbor comments that the character of the pine trees had been altered by excessive trimming of the branches, the trees were not original to the house and blocked the view of the house, and the trees seemed to be diseased as indicated by dropping needles and dead branches. Based on the past precedent which has some similarity to this issue, and on David Barncord's opinion that this tree is of questionable health and value, and because the owner will replace the tree, staff recommends that the owner's petition be granted. This request is similar to a previous request in which the HPC agreed to allow staff to review designs for Section 1 and Section 2 of Southland. LaSalle South Bend, IN 46601 Proposal: Part 1 The owner proposes to develop landscaping for the parking lot now adjacent to the Fredrickson Candy Store (where the Fredrickson House originally was located) including the replacement of the mulberry tree that was removed. Part 2 The owner has been reconstructing portions of the Candy Store exterior after it was damaged due to fire. AtananraQ- Part 1 and 2 B. Treatment ... to the landmark or its environment may [not] ... significantly alter the appearance of the landmark ... [and] ... the Commission should review the proposed treatment for character and style consistency ... and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. Recommendation: Part 1 The weeping mulberry tree was removed because it's trunk and root structure were causing damage to an adjacent building. In order to avoid this problem in the future, owner -proposes to replace the tree approxmiately 14' north of the original location. Tam Juniper is proposed as a border planting with Rhododendron on the north face of the existing garage. Staff recommends approval of the owner's request. Part 2 Staff recommends approval of the reconstruction elements. General Comment: It appears that there has been misunderstanding with the owner regarding the landmark status of the Candy Store and Fredrickson House property. When requesting information regarding Federal Tax Credits for rehabilitation, the owner was informed that the Candy Store would probably not be individually listable on the National Register, the criteria for the 20% Federal Tax Credit Program. This was unfortunately interpreted as meaning that the Candy Store no longer was a landmark. Wayne South Bend, IN 46615 East Wayne Street Historic District PROPOSAL The owner proposes to replace the original with Owens-Corning fibreglass shingles of The roofing ,Job is partially complete. ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219) 284-9798 slate roofing a black color. The owner proposes to install Alcan aluminum siding of the Cedarwood type. The siding has a 5 inch exposure. All of the wood trim and brackets are to remain as existing. STANDARDS II. Existing Structures A. Building Materials 1) Required Original exterior building materials shall be retained. 2) Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only feasible alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, . . . and other architectural features. 3) Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building_ was constructed. B. Roofs and Roofing 2) Recommended Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matched as closely as possible the original composition, size, shape, color, and texture. RECOMMENDATION Aluminum siding is a non —historic and inappropriate material which violates the standards for the historic district. Introduction of this material on a wide scale level would undermine the historic intergrity of the area. However, the proposed material does closely match the dimension of the exposure of the clapboard and the owner does intend to leave the wood trim and brackets uncovered. Slate, as an original roofing material, can last from 50 to 100 years, depending upon the quality. This house is approximately 60 years old. Synthetic/replacement materials do exist and it is possible that localized replacement would be more appropriate than having the expense of entirely reroofing the house. This approach was recently taken for the house at 1417 E. Wayne, where localized replacement of the roofing_ material (asbestos fiber shingles) was done instead of total reroofing. The new material does not replicate the slate material in color. Since the reroofing is partially complete, the interior is subject to damage. Due to this situation the staff suggests a compromise that the owner is granted a Variance to the standards to allow the reroofing to continue and not allow the aluminum siding. Wayne St. EW Owner requested approval to remove original slate roof and replace it with fibreglass shingles. Mr. Herendeen moved to approve variance for reroofing due to incomplete roofing and potential of interior damage and with the condition that all residents of the E. Wayne St. district be informed that a variance was allowed only because of the situation and will not be tolerated as a precedent. Mr. Herendeen also stated that the contractor be notified that he is in extreme violation and that any future work done in a Historic District requires a Certficate of Appropriateness; Mr. Newburn seconded; Mrs. Choitz against; Mr. Hayes abstained; motion passed. Owner requested approval to install Cedarwood, aluminum siding with 5" reveal. Mr. Hayes moved to allow variance for aluminum siding_ for these reasons: 1) there are several aluminum sided homes in area; 2) the district does not rely on wood -sided structures for its character; 3) the petitioner has made an effort to match aluminum siding with color and size of existing siding; 4) the petitioner intends to retain wood trim; and 5) the siding will not visually alter the structure; Mr. Nimtz seconded; Mrs. Choitz and Mr. Oxian against; Mr. Herendeen asbstained; motion passed; vote 4-2-1. 9) 19109 Johnson Rd. - LL Mr. Poland reported that 2 more designs were reviewed for Section 2, Southland and requested approval for staff to review designs for Section 3, Southland, Lots 21 through 60. Wayne - EW - Report Mr. Poland reported staff approved an in -Hand roof replacement and repainting as per Preservation Brief No. 2. n 11) 315 W. North Shore - WNS Owner requested approval to construct a 12 x 12 addition on west side (see Staff Report - Appendix k). Mrs. Choitz mowed to approve with the stipulations: 1) that more appropriate roofing materials be investigated as to appropriateness and price; 2) that the hip roof more closely matches that of the front hip roof; 3) that the use of brick should be minimized because of match problems; 4) that appropriate landscaping i located around addition; Mr. Newburn seconded; Mr. Herendeen abstained; motion passed. The garage is in deteriorated condition. At the April IS meeting, the vote was 4-0 to approve. Part 2 The owner proposes to construct a new 30' x 32' one level garage/workshop with gable eaves to the street. The building is to have horizontal lapped cedar siding and asphalt shingle roof. There will be a single overhead garage door and two service doors as per the drawing. A new 10' gravel driveway will be constructed from Brick Road to the garage which is located at the SE corner of the lot approximately 100 feet SE of the schoolhouse. At the April 18 meeting, the vote was 4-0 to approve. Part 3 The owner proposes to remove trees and brush behind the schoolhouse in the area around the former outhouses to create a backyard and for septic tank purposes. STANDARDS Part I D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safely, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. Parts 2 and 3 S. Treatment A treatment change . . . to the landmark or its environment may [not] significantly alter the appearance of the landmark . . . [and] . the Commission should review the proposed treatment for character and style consistency . . . and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. RECOMMENDATION Part I The mid 20th century garage was not an original structure on the schoolhouse property and therefore has no historical significance. Its condition has rendered it to be unusable. Due to these factors and because the HPC voted 4-0 for approval at the April meeting, the staff recommends that the HPC confirm the April vote to allow the owner to remove this garage. Part 2 The owner has implied his concern about the historic setting by locating the proposed garage as far away as possible from the schoolhouse. Thus mitigating the effect of new construction in the historic setting. At the April meeting the HPC voted 4-0 to approve the design. Staff recommends that the HPC confirm the April vote to allow the garage. Part 3 From David Barncord's report: 1. the large shade trees as indicated, apple tree, and border trees are significant and should be retained. 2. The small cherry, box elder, mulberry, and brush as indicated "will be a functional as well as aesthetic improvement. Nothing of sicnificance will be lost." 3. If the large mulberry by the house is a fruit bearing tree, removal would be a reasonable option because of the problems with such a tree. If the tree is not fruit bearing, trimming of the tree is recommended. Point 2 above discusses the trees as per the owner's request in which those trees were not significant. The staff recommends that the owner's request be allowed with the condition that the trees as described in David Barncord's report be saved. M. (Jayne South South Bend, IN 46615 East Wayne Street Historic District PROPOSAL The owner proposes to remove two trees in the treelawn. The trees are Elm: one with approximately 3 foot trunk, the other approximately 20 inches. The trees are approximately 50 to 60 feet high. The owner contends that the trees are causing damage to the sidewalk and curb. The roots are partially exposed in the yard and are causing problems with the sprinkler system. STANDARDS B. Building Site and Landscaping 1) Required Major landscaping item, trees, fencing, walkways, . . . which reflect the property's history and development shall be retained. 3) Prohibited No changes should be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other items before evaluating their importance to the property's history and development. RECOMMENDATION In a situation like this, many factors need to be weighed before a. proper decision can be made. Clearly the trees are of historical importance to the site and to the district as a whole. Elm trees once graced the city's streets prior to the destruction of many trees by the dutch elm disease. These two trees are probably the nicest elm trees that remain in this neighborhood and possibly the city. But the ® elm tree is highly susceptible to the disease. However, it is obvious that the trees' root system is causing serious maintenance problems to the yard, sidewalk, and sprinkler system. Removal of the surface roots to an approximate depth of 6 inches will be necessary regardless if the trees are removed or not. The roots can also be cut to allow for a replacement sidewalk. Therefore, staff recommendation is for the retention of the trees. NOTE: At this writing, the Parks Department was not able to review the situation in the field. Junipers and general landscaping plan are appropriate. 2. The tree adjacent to the building is a sugar maple and in good condition. 3. The mulberry tree that was removed can be replaced with a non —fruiting weeping mulberry variety. For historical accuracy this is an appropriate variety that is still available today. It is a slow growth variety. A 6 foot tree will cost approximately $200 including installation. 4. A bradford pear is also appropriate. An 8 foot variety will cost approximately $230. This has moderate to fast growth. 5. A Calary pear is also appropriate. This is a "clean tree", upright in nature. This tree is considered to be a'large ornamental or a small shade tree reaching a height of 30 feet. This has moderate to fast growth. North Shore South Bend, IN 46617 West North Shore Historic District PROPOSAL The owner proposes to expand the existing kitchen by adding a 12 foot by 12 foot addition to the west side of the building. The cypress timber motif in the wall will be continued around at the eave line of the addition. The corner vertical members will also be of timber. The walls will wood multipane casement windows and doors. The sill line will be of brick to match the existing as closely as possible. The roof will be hipped and consist of asphalt shingles to match the color and style of the existing slate roof. Gutters and downspouts will be similar to the existing. STANDARDS D. Structures. 5. New Construction or Additions to existing structure. Preferred Consider the size, scale, roof lines, etc. in the design of a new structure, so that it will be compatible and will blend with the neighborhood in general. New additions to existing structures must be compatible in scale, building materials and texture to the building to which the addition is made. Retain as much of the original structure as possible, so that the addition could be removed without damage to the basic structure and appearance of the building. RECOMMENDATION The addition is set back from the front building line, but is still visible from the street. Some plants will have to be removed in order to accommodate the addition. The general design of the addition uses design characteristics of the original house. The prominent use of wood and glass_• is lighter and more transparent in comparison to the heaviness of the brick of the original house. Because the brick used on the original house is no longer available, any new brick should match as closely as possible, but still the amount of brick should be minimized. The roofs of the original house are either gable or hip. A steep gable roof on the addition is not possible due to the window located above the addition. Therefore a hip roof which matches more closely to the one on the front facade as opposed to the shallow hip roof as proposed would be more appropriate.
